SPECIAL G NT ANNOUNCEMENT <br />G TS TO LOCAL GOVERNMENTS TO ASSIST NATURAL <br />SOURCE DECISION MA N <br />The Minnesota Board of Water and Soil Resources has received $150,000 from the Legislative <br />Commission on Minnesota Resources for matching grants to assist local governments which are <br />experiencing development and land use changes which are impacting natural resources. The <br />funds are intended for projects which utilize emerging technologies and information to make <br />land use, zoning, and permitting decisions which are appropriate to land and water resources and <br />contribute to sustainable development. Augmenting local government staff resources and the <br />input they provide to local governing boards for natural resource decisions is a focus of this <br />grant. Successful projects will result in enhanced capability of local governing boards to <br />effectively deal with development pressures which are affecting land and water resources. This <br />is an opportunity to jump start efforts which help put your local government. in a better position <br />to deal with development pressures. This is a limited source of funds available for a limited <br />time; the application process has been streamlined accordingly by using apre-proposal format-- <br />selected grantees will establish final details with a BWSR staff person. <br />H 1 tr1L°ull tS <br />Eligibility. Applications must come from Counties, Soil and Water Conservation <br />Districts, Watershed Districts or Metropolitan Watershed Management Organizations. <br />Other local units of government must apply through one of the above local units. This <br />announcement is being distributed to the BWSR Challenge grant mailing list. <br />Pre-proposals will be requested and ranked by aninter-agency team. The pre-proposals <br />will be ranked according the criteria used for the BWSR Challenge Grant Program which <br />is in this same mailing plus the additional points covered in this announcement. The <br />BWSR will contact selected recipients to prepare a final work plan, budget, and other <br />details. <br />- There is no upper or lower dollar limit on applications, however, the BWSR expects to <br />fiend at least three projects. <br />- Projects require a 50:50 match, cash or in-kind. <br />- Priority will be given to proposals tivhich contain a cash match, indicate a cooperative <br />effort between two or more local units of government, and show good faith commitment <br />to continue the effort beyond the grant period. <br />- Grants tivill be available through June 30, 1999, with a possible 6 month extension if <br />approved by BWSR and the LCMR. <br />
