CALL TO ORDER <br />The meeting was called to order by President Roger Lake. <br />2. APPROVAL OF MINUTES <br />Motion: Jack Frost moved, Paul Ellefson seconded, to approve the minutes of March 4, <br />1998. The motion was carried. <br />3. APPROVAL OF AGENDA <br />Cliff Aichinger requested the addition of Item 7F, Kohlman Creek Erosion Project Cost <br />Share Agreement with Ramsey SWCD. <br />4. PERMIT APPLICATIONS <br />The only permit application, ##98-19 for Dayton's Bluff Recreation Center, was withdrawn. <br />5. PROJECT STATUS REPORTS <br />Kohiman Basin Project <br />Earl Bancroft was present to give an update. Additional lifts of fill material still need to be <br />applied. to the embankment on the north side of the golf course during the winters of 1998 <br />and 1999. The final lift will reach the 1.00-year storm event. <br />Earl discussed the possible settling of the H piles for the east and west permeable weirs. <br />Soil borings have been evaluated to determine the adequate load and safety factors, and Earl <br />proposes to wait until next winter when the riprap is applied to see how much more settling <br />takes place. The worst case scenario on the east weir would require 1/2 foot extensions to <br />be welded on top of the pile, resulting in additional costs of between $15,000 and $25,000. <br />Also, we have to wait for completion of the KSTP tower stabilization, so there is some <br />time to evaluate the situation. On the west weir, the sand and glacial till layer is closer to <br />the surface. The worst case scenario would require 4 to 10 additional piles at a cost of <br />between $2,000 and 6,000. As of today, all Phase I work is done except for the manhole <br />modification on Beam Avenue, some golf course work, and punch list work. <br />
