Additional discussion was held on the manhole modification at Beam Avenue. Earl said he <br />has explained the District's concerns to Park Construction and asked them to finish this <br />modification as soon as possible so that water can travel this pipe section to reduce <br />buoyancy. They have until October 12 to complete this modification according to the terms <br />of the contract. In order to respond to the needs of both the contractor and the District, Earl <br />had suggested that they at least complete the bottom half of the modification so that they <br />would have an overflow for extreme events. It appears that Park does not want to move up <br />the schedule on the manhole modification. If the Board is uncomfortable with waiting, <br />they could direct the contractor to do it earlier for an additional cost. The frost is out of the <br />ground, and as of yesterday, Earl saw no evidence that this pipe section is floating. <br />Earl presented Change Order #1 in the amount of $16,250 for approval and signature. The <br />grading was modified in a low spot in the corner of the golf course, and drain the and an <br />outlet were added. Roger Lake asked if there was any basis to justify cost-sharing with the <br />golf course, to which Cliff Aichinger indicated that the golf course doesn't achieve any new <br />benefit. The change order work. is replacing previous conditions. <br />Motion: Paul Ellefson moved, Bob Johnson seconded, to approve Change Order #1 for <br />the Kohlman Basin Project. The motion was carried. <br />Beltline Sewer Hvdraulics/Beltline Sewer Repair <br />Bob Johnson asked how the repairs are documented. Earl stated that atwo-step process is <br />followed with each project: actual pipe inspection takes place first, and then the repairs are <br />documented. Barr updates their plan sets to identify the pipe locations, and drawings are <br />added to each station where repairs hove been made. As long as Barr remains the District's <br />technical consultant, the permanent library of project records will be maintained by them as <br />active files. If that arrangement were Pver to change, the transfer of a massive amount of <br />permanent records would be addresses. <br />Earl reported that the contractor is already working past his contract completion date of <br />March 1. The contractor is confident that he can complete the repairs scheduled under the <br />current contract by April I7. Earl does not object to giving him one more try. Roger Lake <br />asked if there is any significant risk of damage or failure during the summer if all repairs <br />are not completed. Earl reported that overall, the pipe is in substantially better condition <br />than it was last fall, which is consistent with long-term goals outlined in our feasibility <br />study to prevent pipe failure. Isolated blow-outs, however, will always be a risk to the <br />Distract. . <br />There are still at least two more winters of work left to do, and the Beaver Lake and Phalen <br />branch will be next winter's focus. The bid package for next winter heeds to L-e brought to <br />the Board at the June meeting in order to start in November. <br />CIP and Water~vay Maintenance <br />Brad Lindaman explained that Dryden Excavating has removed. and disposed of deadfalls <br />and brush carried by Fish Creek to the structure on the east side of I-494. When asked if <br />there were alternatives to disposal of this material, he stated it is too saturated to be piled <br />and burned. Also, Cliff stated that the city acid county presently have an overabundance of <br />wood chips. <br />Brad Lindaman has a few more changes to make before the bid documents are finalized for <br />the Mcknight Basin sediment removal. Brad will focus the bid advertisement on local <br />contractors by using the District's legal newspapers. <br />Brad discussed the engineers reassessment of needed repairs in the concrete flume along <br />Lower Afton Road.
