Roger Lake wants to <br />look at ways the Board can support staff in their continuing education efforts. <br />'General Fund' Fund Balance Policv <br />Motion: Roger Lake moved, Jack Frost seconded, to approve Resolution No. 98-11 to <br />establish guidelines for the size of the 'General Fund' fund balance. The motion was <br />carried. <br />Sod Farm Budget and Plans <br />Jack Frost expressed concern that School District 622 is one of the prime beneficiaries of <br />this project, yet they are not contributing to the cost of the project. Bill Bartodziej noted <br />that one of the teachers at North Senior High School has actually developed a course <br />around the sod farm and has been involved in the development of the interpretive sign to be <br />erected. The budget shortfall, if any, will change once actual bids are received. The Board <br />asked to defer this subject to next month's agenda. <br />Citv Council Presentations <br />The Board commended the staffs efforts in making the annual presentations to each city <br />council. Cliff Aichinger reported that everybody seems to be very happy with the work <br />that the District has done, how we are dealing with problems, and especially the <br />cooperation we have with city staff. Roger Lake noted that we have been building on the <br />concept of collaborative efforts for 15 years. He said this was the key point that he tried to <br />convey in his presentation to the Washington County League of Local Governments <br />meeting on March 31. <br />Insurance Waiver Form <br />Motion: Paul Ellefson moved, Pam Skinner seconded, to approve that the District "does <br />not waive" the monetary limits on tort liability established by Minnesota Statutes. The <br />motion was carried. <br />7. TREASURER'S REP®RT AND BILL LIST <br />Motion: Bob Johnson moved, Roger Lake seconded, to approve the Bill List for April 1, <br />1998. The motion was carried. <br />8. SPECIAL ®RDERS <br />We11 Sealing Resolution No. 98-12 <br />Motion: Roger Lake moved, Bob Johnson seconded, to approve Resolution No. 98-12, <br />providing approval of cost-share funding for three well sealing program applications. The <br />motion was carried. <br />Discussion and Comments on Proposed District Science Policy <br />The Board packets included a copy of Paul Ellefson's USDA Forest Service pamphlet <br />entitled. Integrating Science and Decisionmaking: Guidelines for Collaboration Among <br />Managers and Researchers in the Forest Service. Paul mentioned that this is the first <br />publication he had seen that uses reasonably clear language to explain how researchers and <br />managers might work together. He feels the general principles can apply to the District as <br />well. Discussion was held on the varying definitions of water quality, and how <br />perceptions can be influenced by education. The proposed District Science Policy will be <br />removed from further discussion until such a time that Roger Lake and Paul Ellefson ask <br />for it to be placed on a future agenda. <br />Petition for Capitol Area Watershed District <br />Roger Lake reported that he attended the March 24 Ramsey County Board meeting at which <br />time they voted. to recommend establishment of a separate Capitol Regional Watershed <br />Page 4 April 1, 1998 RWMWD Minutes <br />
