District. In addition, Falcon Heights and Roseville have passed resolutions favoring the <br />merging of the Southwest Ramsey and Central Ramsey WMOs into a separate watershed <br />district. Jack Frost was informed by Ken Haider that the City of Maplewood did the same. <br />Bob Johnson reported that the DNR Division of Waters Director is the only person he is <br />aware of who favors a merger with our District. <br />Cliff spoke with David Arbeit of the St. Paul District 10 Community Council's <br />Environmental Committee who reported that a unanimous resolution was approved to <br />recommend creation of a separate watershed district out of the two WMOs with aseven- <br />member board. District 10 also recommended that administrative and technical support <br />should be sought from. our District through some sort of contractual agreement. They did <br />say, however, that if BWSR were to recommend consolidation they would support under <br />two conditions: (1) that the Board of Managers be set at seven members with four from the <br />new WMO and (2) that RWMWD would not use taxes from the new area to pay for <br />existing RWMWD programs. <br />President Roger Lake was directed by the Board to address the petition at the Apri16 public <br />hearing and to make the following points: The Board has discussed this issue at significant <br />length, they have considered the pros and cons that have been laid out over the course of <br />three Board meetings, and they are still are not able to reach a consensus. The pros and <br />cons list, as amended today, will be presented for the public record. <br />Manager Per Diem Policy Discussion <br />Motion: Jack Frost moved, Pam Skinner seconded, to authorize per diem payments of <br />$55.00 which is the average paid by similar districts around the state. Bob Johnson moved <br />to amend the motion to state that the per diem policy would remain at $50.00 for regular <br />Board meetings, and all other meetings be paid at $15.00 per hour up to a $50.00 <br />maximum per day. Jack Frost and Pam Skinner accepted Bob Johnson's friendly <br />amendment, and the motion was carried with each manager voting as follows: Ayes: Jack <br />Frost, Pam Skinner, and Bob Johnson. Nayes: Paul Ellefson and Roger Lake. <br />Cliff Aichinger stated that this policy will require Board members to submit a form that <br />documents the number of hours attended for all other meetings. <br />Kohlman Creek Erosion Control Project <br />Cliff Aichinger distributed the cost-share agreement form from the Ramsey Soil and Water <br />Conservation District for the erosion control project in Kohlman Creek west of Hazelwood. <br />He stated that the proposed project utilizes a bioengineering approach by creating a stilling <br />basin near Hazelwood and reshaping the channel banks. The banks will be seeded and <br />planted with wilio~~~ cuttings to stabilize the bank. The project cost is estimated at $16,000, <br />and we would receive $8,081.60 in cost-share funds. <br />Motion: Jack Frost moved, Paul Ellefson seconded, to approve the contract. The motion <br />was carried. <br />9. ADJOURNMENT <br />Motion: Bob Johnson moved, Jack Frost seconded, to adjourn the meeting. The motion <br />was carried.
