BWSR Meeting Minutes <br />April 22, 1998 <br />Page Two <br />Chair Roer called the meeting to order at 9:10 a.m. <br />Adopt Agenda -Chair Roer stated that an additional agenda item has been added to the <br />preliminary agenda -Old Business, FY99 SWCD General Services Grant Allocation Policy. <br />*~ Moved by Barb Uppgaazd, seconded by Ginny Imholte, to approve the agenda as presented with <br />98-25 the additional item. Motion passed on a voice vote. <br />Minutes of March 25, 1998 -Chair Roer stated that the minutes of March 25, 1998, that were <br />circulated were missing a few pages; the revised copies were distributed. Moved by Barb <br />98-26 Uppgaazd, seconded by Lee Coe, to approve the minutes of March 25, 1998, as circulated. <br />Motion passed on a voice vote. <br />Reports <br />Chair's Report -Kathleen Roer reported that she's been attending the environmental cluster <br />meetings. The last Environmental Quality Board (EQB) meeting was attended by Ron Harnack <br />on Chair Roer's behalf. Chair Roer attended the metro subcommittee hearing for the proposed <br />watershed district in the metro area. Chair Roer attended the RIM Advisory Committee meeting <br />yesterday. The Conservation Reserve Enhancement Program (CREP) was discussed at the <br />meeting, the application process for CREP opened on April 1st. <br />Executive Director's Report -Ron Harnack reported that the legislative session has adjourned. <br />Ron reported that Washington County held a meeting to review what's happening in the county <br />regarding a comprehensive basis for watershed districts and water management organizations <br />(WMO). This meeting was an opportunity to share ideas, Barb Cobb attended and gave an <br />update on her WMO. <br />Ron reported that a legislative audit vas just finished auditing BWSR. They have spent the last <br />month reviewing agency activities and looking over the previous audit to make sure things are in <br />order. Ron and Chair Roer will meet with the legislative auditors on May 8. A copy of the <br />legislative audit report will be distributed to board members. <br />Ron stated that the "Board Member Update" is in the board members' packet for their <br />information. This publication is a tool. for board members to be kept informed of staff activities. <br />Ron stated that the Minnesota River Joint Powers Board (MNRJPB) has been working on a grant <br />to market CREP. Chair Roer stated that the RIM Advisory Committee formed a subcommittee <br />to work on RIl~i funding and to raise awareness among legislators of the program's benefits. Ron <br />stated that the implementation of RIM and CREP will reduce the sediment and phosphorus <br />levels. Ron attended the Pheasants Forever annual meeting, they are excited about CREP. <br />Pheasants Forever will be a significant partner in contributing to the cause. Ron reported. that <br />
