Louise noted that the Watershed Management Plan focuses on priority areas that have buffer <br />development problems to address, suggesting that the NEC's program could focus on this issue. <br />It was suggested to Shelley that she work with District staff to elaborate on those portions of the <br />grant proposal that could be more specific to these District goals. <br />Motion: Roger Lake moved, Jack Frost seconded, to authorize $20,000 in matching funds over <br />two years to the Neighborhood Energy Consortium, contingent on the approval of funding for <br />their LCMR grant proposal entitled "Landscaping for Wildlife and Nonpoint Source Polution <br />Prevention." The motion carried. <br />6. PROJECT STATUS REPORTS <br />Kohlman Basin <br />Cliff Aichinger just received a letter from Earl Bancroft regarding the need to repair a pipe joint in <br />Beam Avenue. There is still same restoration work to do along the berm. Jack Frost informed <br />Brad Lindaman of an eroded area near the entrance to the compost site. <br />Motion: Roger Lake moved, Paul Ellefson seconded, to approve Partial Payment Application <br />No. 3 as submitted by Park Construction Company. The motion carried. <br />CIP and WaterwaX Maintenance <br />Brad Lindaman received four bids for the McKnight Basin Sediment Removal project. Addendum <br />No. 1 moved the completion date to late summer in order to accommodate the wishes of the <br />Ramsey County Parks Department. After conferring with Tracey Galowitz on a technicality <br />relating to the low bid, he recommended the acceptance of Sunram Construction's low bid in the <br />amount of $30,000. <br />Motion: Bob Johnson moved, Jack Frost seconded, to accept the lowest responsible bid for the <br />McKnight Basin Sediment Removal Project . The motion was carried. <br />Cliff Aichinger reported that the cost to repair the Target Pond pumps will be about $4,000. He <br />has now arranged for an annual pump maintenance checkup to catch any future problems before <br />they develop into a significant cost. The cause of pump failure was attributed to large debris and <br />shopping bags entering the unit. Staff will install a simple trash guard system first and pursue <br />other options if necessary, such as extending the pipe to deeper water to keep it from pulling in <br />surface floatables. <br />Relative to Target Pond enhancements, Cliff Aichinger and Bill Bartodziej have taken a vegetative <br />inventory of the site. Paul Ellefson has agreed to ~~: ork with staff tc develop a 4 to 5 year design <br />scheme to improve the overall basin. Cost estimates will be presented to the Board at a later date. <br />Tanners Lake Phase II <br />Discussion was held on the super-saturated alum that coagulated in the bottom of the tanks at the <br />alum treatment facility. Daily monitoring at the alum plant continues until all problems are <br />resolved. He also mentioned a pond outlet problem that was discovered. in which the gasket <br />worked its way out and caused negative water level readings. Brad Lindaman stated that gasket <br />repair is a warranty item so the contractor is going to take care of it. As of this evening, all the <br />punch list items have been taken care of with the exception of that gasket on the stop log. <br />Cliff Aichinger stated that a 15-minute video is being produced on the new alum treatment plant <br />and the Fifth Street Basin project.. Cliff will inform the Board when it is going to be broadcast on <br />Oakdale's government cable channel, and we will get a copy of it. <br />Board consensus was that several managers should plan to attend the June 29 Tanners Lake Water <br />Level Study public meeting at the Oakdale City Hall.
