BWSR Meeting Minutes <br />June 25, 1998 <br />Page Two <br />Chair Roer called the meeting to order at 9:00 a.m., and welcomed everyone to Mora. <br />*~' Adopt Agenda -Moved by Lee Coe, seconded by Marv Tripp, to adopt the agenda as presented. <br />98-38 Motion passed on a voice vote. <br />Minutes of May 27, 1998 -Chair Roer stated that a change is needed on page four, in reference <br />to the Amendment to Order Establishing the Brown's Creek Watershed District,•second line <br />should read "amendment" rather than establishment order. On page five, in reference to Area II <br />Work Plan, Darold Neperman is the correct spelling of his name. Moved by Ginny Imholte, <br />9$'39 seconded by Barb Uppgaard, to approve the minutes of May 27, 1998, as corrected. Motion <br />passed on a voice vote. <br />Reports <br />Chair Roer reported that the Minnesota Environmental Quality Board Citizens Advisory <br />Committee for the Generic Environmental Impact Statement on Animal Agriculture will hold its <br />first meeting today in St. Paul. Chair Roer has been in contact with i~iike Sullivan, EQB; Peder <br />Larson, MPCA; and D'Wayne DeZiel, MASWCD, to have additional representation on the <br />committee. Chair Roer reported that a round table meeting "Setting the Course for Minnesota's <br />Future" regarding sustainable development has been scheduled for July 9, at the History Center <br />in St. Paul. Chair Roer reported that the Wetland Heritage Advisory Committee will meet <br />tomorrow at the BWSR office in St. Paul. <br />Executive Director - Jim Birkholz reported that he's attending the meeting today on behalf of <br />Ron Harnack, ~vho is on vacation. Jim gave an update on staffing issues. The southern <br />education position in partnership with the University of Minnesota Extension Service (MES) will <br />be hired as an unclassified position rather than contractual. The metro education position will be <br />contracted with NfES; optimistic that these two positions will be filled in the next few weeks. <br />Jim stated that CREP in the Minnesota River basin is at a standstill until programmatic details <br />regarding width of buffer strips eligible for the program are worked out with the FSA state <br />committee. Rod Sando stated that it's a key time for decision-making ~,vith federaUstate agencies; <br />he will talk with Governor Carlson about this issue. Jim reported that Congressman Minge has <br />scheduled a NSinnesotalSouth Dakota border conference on soil and water for July 1, at the Lac <br />Qui Parle High School in Madison, Minnesota. Representative Nlinge hopes to establish an <br />ongoing dialogue between residents and leaders of both states to address environmental issues <br />that affect individuals on both sides of the border. He wants to promote development of a <br />comprehensive plan of action that reduces redundancy and possible conflicts. <br />Jim reminded board members to review their "Board NSember Update" to be kept informed of <br />ongoing BWSR activities. Jim reported that a new BWSR publication, "BWSR Update" will be <br />distributed soon regarding electronic communication/information resource management.
