BWSR Meeting Minutes <br />June 25, 1998 <br />Page Three <br />decision-making was distributed to board members for their information. A priority list will be <br />established by board conservationists to focus on the LGU proposals which will be brought <br />before the Board for action at the July BWSR meeting. <br />Dispute Resolution Committee (DRC) -Marv Tripp reported that there are two pending appeals <br />before BWSR at this time. Both appeals are WCA appeals and involve the same wetland in <br />Scott County in the metro area. The DNR appealed an LGU exemption determination. Then, <br />after a technical evaluation panel (TEP), the LGU reversed. its decision. Now the landowner has <br />appealed the latest LGU action. No hearing date has been set as of this time. <br />Wetlands Committee -Darrell Bruggman reported that the Wetland Heritage Advisory <br />Committee will meet in St. Paul tomorrow. Darrell stated that the 1996 wetland report will be <br />distributed next week. Darrell distributed an article for board members information that was in <br />the Minneapolis StazTribune regazding wetland regulations. <br />Administrative Advisory Committee -Chair Roer reported that the administrative advisory <br />committee met last night to review the information from the retreat in reference to the MAD <br />recommendations. Chair Roer asked if any board members are interested in attending the <br />MASWCD Leadership Session, they should let her know. <br />Agency Reports <br />Jim Anderson, University of Minnesota Extension Service (MES) reported that Barb Luikkonen <br />is taking aone-year leave of absence, effective August 3, to work with the Minnesota Rivers <br />Council. <br />Darla Riley, Department of Agriculture (i1~IDA), is attending the meeting today on behalf of <br />Sharon Clark. She reported that the MDA division directors are working on legislative initiatives <br />as well as tracking LCti1R projects. The Department will have representation at Congressman <br />l~finge's conference on July 1 in Madison. MDA is interested in involvement on the drainage <br />round table. Darla introduced Dwight Wilcox, also attending the meeting today. <br />Greg Gross, Pollution Control Agency, (PCA) is attending on behalf of Rod Massey. Greg <br />reported that PCA is under a ne~v organizational structure; the PCA building will reorganize on <br />August 3; with a shut down August 30 through September 2. There will be 200 staff in the <br />central office with 600 staff statewide. <br />Rod Sando, Department of Natural Resources (DNR) reported that DNR is involved in the Red <br />River mediation process. There have been two meetings held thus far. The mediation process is <br />to get a better understanding and positive interest in resolving flood control issues in the Red <br />River. Rod stated that he will be attending the EQB GEIS meeting today; there are additional <br />public meetings scheduled statewide. Rod stated that a conflict continues regarding forest <br />
