BWSR Meeting Minutes <br />June 25, 1998 <br />Page Five <br />Feedlot Water Quality Management Grants -Wayne Zellmer explained that the 1998 legislature <br />appropriated $2 million to BWSR to allocate funds to SWCDs for cost-sharing on water quality <br />management grants for feedlots. Wayne stated that the BWSR Cost-Share Committee and staff <br />recommend approval of these grants. Dwain Otte thanked Wayne, Ron Harnack, and Doug <br />Thomas for their time and assistance on this grant process to fund 19 counties. Allan Oehlke <br />commended staff for their sincere efforts on this. Moved by Allan Oehlke, seconded by Dwain <br />98-42 Otte, to approve the Feedlot Water Quality Management Grant allocation. Discussion followed. <br />Motion passed on a voice vote. Dwain Otte thanked Wayne Zellmer and Barb Cobb for their <br />minutes of the cost-share committee meeting on June 17. Discussion followed regarding the <br />violation status of landowners with feedlots who apply for cost-share assistance. Chair Roer <br />thanked the cost-share committee for their work on this. <br />Chair called for a break in the meeting at 10:5 a.rn. The meeting reconvened at 11:05 a.m. <br />Tornado Technical Assistance -Wayne Zellmer explained the "tornado alley" that has come <br />through Minnesota again and affected reforestation and farmstead windbreaks. Technical <br />assistance is needed to work with other agencies and landowners. The Tornado Forestry <br />Committee has recommended an action plan that would commit dollars to contracting for plan <br />development this year so implementation could begin in the spring of 1999. A financial <br />commitment of S 10,000 from BWSR has been requested for staff to plant trees in the spring. <br />~' Moved by Glenn Annexstad, seconded by Barb Uppgaard, to approve the request and provide <br />98-43 S 10,000 for technical assistance out of the general fund appropriation. Discussion followed. <br />Motion passed on a voice vote. <br />Drainage Round Table -Jim Birkholz explained the concept for a drainage round table. <br />Discussion followed. Suggested specifics for the drainage round table include: <br />- ongoing meeting process over the next twelve to fourteen months <br />- meetings to beheld statewide <br />-possibly divide the state in rivo -- northern and southern as they refer to farm drainage issues <br />- identify participants <br />- establish ground rules <br />- a citizens advisory group for each region <br />-BWSR wetlands committee to assist <br />- ditch viewers should be invited <br />- this would be a biennial budget issue <br />- coordinate efforts regionally and statewide <br />- invite key legislators <br />- by the year 2000 everyone would be poised to deal with the drainage issue <br />It was the consensus of the Board that this is a wonderful. opportunity to cooperate with other <br />agencies. ~1DA, Di~R, and MES committed to the drainage round table.
