BWSR Meetinb Minutes <br />July 22, 1998 <br />Page Two <br />Chair Roer called the meeting to order at 9:00 a.m. <br />Adopt Agenda -Chair Roer stated that the watershed district's presentation will be on the <br />~ August meeting agenda. Moved by Barb Uppgaard, seconded by Ginny Imholte, to adopt the <br />98-45 agenda as presented. Motion passed on a voice vote. <br />Approval of Minutes of June 25, 1998 -Chair Roer stated that a correction is needed on page 3, <br />regarding the Pollution Control Agency's (PCA) restructuring. It should state that PCA will <br />have limited service on July 30-31, rather than shut down on August 30 through September 2. <br />On page 5 regarding the drainage round table - it should stale "possibly divide the state in two-- <br />~ northern and southern, as they differ regarding farm drainage issues." Moved by Sharon Clark, <br />98-46 seconded by Glenn Annexstad, to approve the minutes of June 25, 1998 as corrected. Motion <br />passed on a voice vote. <br />Chair's Report -Chair Roer attended the environmental cluster meeting. She reported that <br />agencies are working on their budget proposals. The Governor's office is interested in having a <br />lake's initiative. Chair Roer attended the EQB meeting. She reported that the GEIS for feedlots <br />meetings have been held in Rochester, St. Cloud, Marshall, North Mankato, Fergus Falls, and <br />Thief River Falls. Susan Schmidt is the lead on this for EQB; Al Kean is the BWSR technical <br />representative, other agencies and organizations represented are PCA, MDH, MDA, and <br />technical MASWCD. Other issues discussed at the EQB meeting included: the St. Croix River <br />bridge; the powerline in Chisago County; and generated power by use of alfalfa pellets. <br />Executive Director -Ron Harnack reported he facilitated a meeting between Bois de Sioux <br />Watershed District and county commissioners regarding communication and coordination of levy <br />issues. Ron stated that CREP is now moving forward. Ron commended Roger iVlussetter and <br />Paul Flynn at MRCS for their assistance. Ron stated that Kevin Lines started with BWSR today, <br />he'll be working three days a week on CREP. Ron said that it appears administrative <br />responsibilities will be converged resulting in greater efficiency. USDA will continue to <br />downsize over the next three to five years. Although, FSA and NRCS will not be consolidated. <br />Ron reported that we have a new receptionist, Marlene Mendez, started on July 15. <br />A consultant has been hired to assess BWSR's easement processing. Staff are working on the <br />budget process for FY 2000-2.001. Ron has been making field offices visits. Ron asked board <br />members to complete the brief bio sheet they received, this information will be included in the <br />BWSR website. <br />Ron stated that the Red River Mediation continues, Ron Nargang represents DNR in the <br />mediation process. They are starting to come to some common ground regarding flood control as <br />it relates to natural resource issues in the Red River basin. <br />
