BWSR 1Yleeting 11'Iinutes <br />July 22, 1998 <br />Page Three <br />Ron Harnack stated that he has had conversations the past few weeks with various agencies, <br />farmers, and. organizations that are interested in participating in the drainage forum. Ron will <br />distribute to board members a drainage publication by Steve Taff, economist, at the University of <br />Minnesota. <br />Dispute Resolution Committee -Marv Tripp reported that two appeals in Scott County are <br />pending, a prehearing is scheduled for 3uly 29. <br />Education and Public Relations -Barb Uppgaard reported that the education committee has not <br />met. Ron Harnack stated that interviews were held for the B WSR/MES metro and southern <br />education positions. Ron Struss has been hired for the metro position. He will start on August 1. <br />The southern position is still in the hiring process. <br />Cost-Share/Soil Conservation Committee - No report at this time, however, Ron Harnack stated <br />that farmstead windbreaks do not currently receive cost-share funding, this has been an issue for <br />discussion with the cost-share committee meeting. <br />Wetlands Committee -Darrell Bruggman reported that the wetlands committee will meet prior to <br />August board meeting to discuss road replacement. <br />Agency Reports <br />Sharon Clark, Department of Agriculture, reported that ti~A representatives attended the GEIS <br />meetings, which were well attended in the southern part of the state. MDA commissioners have <br />met with DNR commissioners to discuss coordinated efforts on various issues; MDA is meeting <br />with other agency commissioners as well. Sharon reported that the Ag Land Preservation <br />Program review is underway with completion due in December. She stated that MDA is busv <br />with feedlot issues and drainage issues, as well as grasshoppers and wheat scab, which are <br />problems in the state. MDA would like to meet with Chair Roer and Ron regarding the drainage <br />forum. <br />Rod Massey, Pollution Control Agency (PCA) -reported that PCA will be meeting with MDA. <br />on feedlot issues. PCA is soliciting statewide participation regarding phosphorus control and <br />nutrients in water. Rod stated that PCA will soon have more information available regarding the <br />deformed frog issue. PCA has had discussions with representatives from Minnesota and Nonh <br />Dakota regarding summertime control of ammonia as it relates to low flow conditions in the Red <br />River basin. <br />Ron Nargang, Department of Natural Resources, (DNR) reported that. recent storm damage in <br />New Ulm has closed Flandrau State Park. Ron stated that DNR is not optimistic about the wolf <br />round table. He said there are so many roadblocks for the round table that they can't come to a <br />consensus on issues and make decisions; however, there are many good ideas that could be <br />
