BWSR Meeting 1Vlinutes <br />August 26, 1998 <br />Page Two <br />Chair Roer called the meeting to order at 9:00 a.m. <br />** Adopt Agenda -Moved by Lee Coe, seconded by Glenn Annexstad, to adopt the agenda as <br />98-54 presented. iVlotion passed on a voice vote. <br />*~ Minutes of July 22, 1998 -Moved by Ginny Imholte, seconded by Barb Cobb, to approve the <br />98-55 minutes of July 22, 1998 as circulated. Motion passed on a voice vote. <br />Reports <br />Chair's Report -Chair Roer reported that she attended the Environmental Quality Board (EQB) <br />meeting. The next EQB meeting is scheduled for September 30, at which time the GEIS feedlot <br />scoping document will be reviewed by the EQB. Chair Roer attended the citizens advisory <br />committee meeting. A technical advisory committee is being established with BWSR <br />representation. Chair Roer attended the environmental cluster meeting, discussions on the <br />environmental education issue were addressed. She also attended the wetland committee <br />meeting. <br />Executive Director's Report -Ron Harnack visited the Marshall BWSR field office and met with <br />Lincoln County and Murray County local units of government. Ron attended the Red River <br />Basin Board meeting. Ron is involved in the Red River mediation. Ron presented an outline for <br />the "Drainage Forum" on November 19-20, at the St. Cloud Civic Center. Discussion followed. <br />Ron Harnack stated that the budget process is moving forward both internally and externally with <br />the environmental agencies, collaboratively with the lakes initiative, drainage initiative, RIM <br />report, and environmental education. Ron stated that BWSR initiatives include: adjustment to <br />base grant, road replacement, non-point engineering, and nutrient management. <br />Barb Cobb stated that she attended the i/IASWCD Board of Directors' meeting yesterday. <br />~1ASWCD is concerned that they are not represented on the GEIS feedlot technical advisory <br />committee. Chair Roer stated that she will follow-up on this issue. <br />Dispute Resolution Committee (DRC) - iVlarv Tripp reported that four WCA appeals have come <br />before the DRC; two of the appeals are the same in Scott County. There is an appeal with DNR, <br />and also an appeal from BWSR with the City of Rochester. Ron stated that BWSR's appeal is <br />partly to hold. the system accountable. Discussion followed. <br />Ron Harnack introduced Ron Stress, newly hired metro region BWSR/MES watershed education <br />coordinator. Ron Stress presented his biography. <br />Cost-Share Committee Report -Dwain Otte reported that farmstead windbreaks is an issue that <br />the cost-share committee is dealing with, the committee will review the rules and will bring a <br />resolution before the full Board at the September meeting. <br />
