CALL TO ORDER <br />The meeting was called to order by President Roger Lake. <br />2. APPROVAL Off' MINUTES <br />Motion: Bob Johnson moved, Paul Ellefson seconded, to approve the minutes of August 5, 1998. <br />The motion was carried. <br />Relative to the last month's Washington County Greenways Corridor Project presentation, Pam <br />Skinner passed on Land Stewardship Project grant materials for possible use by the District. <br />3 . APPROVAL OP AGENDA <br />The agenda was accepted as presented. <br />4 . PERMIT APPLICA'T'IONS <br />Permit 98-35: Yocum Oil -North St Paul <br />Motion: Bob Johnson moved, seconded by Paul Ellefson, to approve Permit 98-35. The motion <br />was carried. <br />Permit 98-36: Flexo Printing -Oakdale <br />Special Provision No. 3 was discussed which requires compliance with the District's 2-foot <br />freeboard requirement between the 100-year flood elevation and the low floor elevation. Co-owner <br />Robert Stiglich explained that the site is at the top of a hill, not near a ponding area. Don Shaffer, <br />project engineer, stated that there will be emergency overflows on both north and south parking <br />lots, and the proposed elevations were necessary in order to meet handicapped parking accessibility <br />requirements. Discussion was also held on Special Provision No. 4 which requires a maximum <br />3:1 slope on the west edge of the site. Mr. Stiglich stated that the steep slopes are necessary due <br />to the tightness of the lot, but they were able to revise the drawings in order to meet the City of <br />Oakdale's request fora 2.5:1 slope. <br />
