Motion: Roger Lake moved, seconded by Bob Johnson, to approve Permit 98-36 which shall. <br />include approval of a variance to the District's 2-foot freeboard criterion and approval of 2.5:1 <br />grades with staked sod. <br />Motion to Amend: Jack Frost moved, seconded by Bob Johnson, to amend the motion to state that <br />permit approval will be corrtingent on receipt of the applicant's letter that explains the reasons why <br />the project does not comply with to the District's 2-foot freeboard policy, and includes a hold <br />harnzless clause. The amendment to the motion carried, and the original motion was carried. <br />Permit 98-37: Woodbury Ambulatory Care Center - WoodburX <br />Jack Frost noted that the hydrologic boundary will be slightly changed by this project. Cliff <br />Aichinger stated that staff worked with the City of Woodbury on the review of the entire <br />development known as Boulder Ridge and also provided comments that addressed the <br />development occurring outside District boundaries. The area is now fully developed, so he does <br />not believe the change will become a boundary revision issue. <br />Motion: Paul Ellefson moved, seconded by Jack Frost, to approve Permit 98-37. The motion was <br />can-ied. <br />Permit 98-38: Gervais Senior Living -Maplewood <br />Motion: Bob Johnson moved, seconded by Paul Ellefson, to approve Permit 98-38. The motion <br />was carried. <br />Permit 98-39: Harvester/Dobervich -Maplewood <br />Motion: Bob Johnson moved, seconded by Roger Lake, to approve Permit 98-39. The motion <br />was carried. <br />Permit 98-40: Century Park Row -North St. Paul <br />Motion: Bob Johnson moved, seconded by Paul Ellefson, to approve Permit 98-40. The motion <br />was carried. <br />Permit 98-41: Oakdale Business Park -Oakdale <br />Motion: Jack Frost moved, seconded by Roger Lake, to approve Permit 98-41. The motion was <br />carried. <br />5. PUBLIC >FLEARING ON PROPOSED FY 1999 BUDGET AND CIB <br />Roger Lake called the hearing to order at 8:01 p.m. Tracey Galowitz noted that the hearing was <br />properly noticed in the legal newspapers for the District. Cliff Aichinger stated this preliminary <br />certification process enables the counties to send out preliminary tax levy notices and schedule their <br />"truth in taxation" hearings. <br />The following written responses were received prior to the hearing, all positive in nature: <br />• August 19 letter from Washington County Administrator James Schug relative to its review and <br />comment by the Planning, Public Works, and Land Management Departments. <br />• August 20 memo from Terry Noonan, Ramsey County Environmental Services, who reviewed <br />the budget and addressed his remarks to Terry Schutten, Ramsey County Manager. <br />• August 21 letter from Steve Kernik, City of Woodbury Environmental Planner. <br />Roger Lake asked for any additional comments at this time.
