6 • PROJECT STATUS REPORTS <br />Kohlman Basin <br />Pat Conrad provided an explanation of the stormwater quality monitoring activities occurring prior <br />to the start of Phase I. As the project progresses and upon final completion, monitoring will <br />continue in the Highway 61- area to determine overall effectiveness. <br />McKnight Basin Sediment Removal <br />The Board learned that the contractor's equipment became stuck in the sediment removal area as <br />work was to begin. Cliff Aichinger stated that it would be undesirable to have an equipment pad <br />prepared in this area; and since there is no urgency from a project operations, safety, or water <br />quality standpoint, staff is recommending extension of the contract to allow work during the <br />winter. The contractor has also requested modification to the insurance requirements. <br />Motion: Paul Ellefson moved, seconded by Bob Johnson, to approve the following items relative <br />to the McKnight Basin Sediment Removal Project: (1) Contract Document Modification affecting <br />insurance coverage limits, and (2) Change Order No. 1 to extend contract time. The was motion <br />carried. <br />Tanners Lake Phase II -Alum Treatment Facility O & M <br />Cliff Aichinger mentioned that the alum mixer is on loan from the alum supplier, Hawkins <br />Chemical. Alum floccing activity has increased, and the final stop log was added to the outlet weir <br />to increase stormwater detention time in the pond. Additional data has been collected and will be <br />evaluated next week. Hawkins Chemical has stated that in 90% of the cases where a facility is not <br />getting proper phosphorus removal, it can be attributed to the mixing effectiveness, and it is best to <br />design a mixer for the structure involved. Cliff estimates $8,000 to design., manufacture, and <br />install a mixer. Phase II expenditures recently reported to MPCA indicate that we are under budget <br />by almost $62,000. However, the construction portion of the project is complete, and this cost <br />would have to come out the portion earmarked for maintenance activities. If the purchase of a <br />mixer doesn't correct the probeem, the next step would be to install an aerator in the pond. MPCA <br />knows that we are taking steps to comply with the annual standard levels required under the terms <br />of the five-year permit. <br />1~lotion: Paul Ellefson moved, seconded by Bob Johnson, to authorize up to $8,000 for the <br />purchase of a mixer for the alum treatment facility, and this purchase is contingent upon the results <br />of the data that has yet to be analyzed. The motion was carried. <br />Louise Watson discussed the status of education program elements that are required under the <br />terms of the MPCA Clean Water Partnership loan. The results of apre-project public survey were <br />used to identify needs and problems, and the activities described in the Board packet are intended <br />to address those issues. Also, city and county Iawn maintenance crews have been sent materials <br />that encourage best management practices. She has received immediate and positive response from <br />the cities of White Bear Lake, Maplewood, Landfall, and Oakdale on the value of these materials. <br />Jack Frost requested that Louise send similar information to schools as well, based on the large <br />amount of lawns that they maintain. <br />Cliff Aichinger discussed a related issue in which staff is considering adistrict-wide mailing every <br />year or two. He would like the Board to consider this as an additional budget item, estimated at <br />$10,000 to print and mail bulk rate to 50,000 households in the District. He also mentioned the <br />Met Council's funding of a metro-wide media campaign on water quality that is kicking off this <br />week, addressing fall fertilizer applications and other lawn practices. Louise also discussed efforts <br />to encourage key stores in the District and neighboring areas to stock phosphorus-free fertilizer in <br />order to accommodate customer response to the information provided in District newsletters. <br />Paoe 3 September 2, 1998 RWMWD Minutes <br />
