BWSR Meeting Minutes <br />September 23, 1998 <br />Page 1"wo <br />Chair Roer called the meeting to order at 9:10 a.m., and welcomed everyone to the <br />State Office Building for the BWSR meeting and the "Watershed Management - <br />Governance at the Local Level" presentations. <br />Adopt Agenda -Ron Harnack stated that Jerry Griswold, USDA/NRCS Chesapeake <br />Bay Liaison, from Annapolis, Maryland, will not be on the agenda today due to a family <br />illness. Moved by Sharon Clark, seconded by Ginny Imholte, to approve the agenda as <br />98-64 presented. Motion passed on a voice vote. <br />Minutes of August 26, 1998 -Chair Roer made the following corrections to the <br />minutes: On page two, under Char's Report it should read, ° Chair Roer announced the <br />upcoming citizens advisory committee meetings, September 10 in St. Paul, and <br />September 21-22 in Plymouth." On page three corrections include: under agency <br />reports, Kelli Johnson reported that MDH is addressing the food borne "illness" <br />outbreaks statewide." Rod Sando's report, the last sentence should read, "GETS <br />citizens advisory committee has meetings scheduled in September." On page five, <br />under Soil and Water Conservation Society, it should read, "Allan Oehlke stated that <br />** the fall BWSR tour in southeastern Minnesota will focus on land use issues." Moved by <br />98-65 Ginny Imholte, seconded by Barb Uppgaard, to approve the minutes of August 26, <br />1998 as corrected. Motion passed on a voice vote. <br />Chair's Report -Chair Roer reported that she was on the interview committee for the <br />first board of managers of the Capitol Region Watershed District. Chair Roer attended <br />the environmental cluster meeting, which included a presentation by Bob Wedl, <br />Commissioner of the Department of Children, Families and Learning, on the <br />Administration's environmental education initiative; also, mediation reports were <br />addressed. <br />Executive Director's Report -Ron Harnack reported that staff are diligently working <br />on the biennial budget. <br />FY99 BWSR Challenge Grant -Wayne Zellmer presented the allocation <br />recommendations for three individual challenge grant programs: 1) Local Water Plan <br />Challenge Grants; 2) MPCA Feedlot Challenge Grants; and 3) Non Point Engineering <br />Assistance Challenge Grants. Wayne introduced Dave Nelson, MPCA. Mr. Nelson <br />thanked BWSR for assistance on the MPCA feedlot challenge grant. Moved by Marv <br />Tripp, seconded by Barb Uppgaard to accept the recommendation to approve the FY99 <br />** BWSR Challenge Grants as presented. Discussion followed. Moved by Pau! <br />98-6b Krabbenhoft, seconded by Ginny Imholte, to amend the original motion to include <br />X25,000 for a JPB ISTS technician in the Non Point Engineering Assistance Challenge <br />
