The motion to accept the <br />recommendation to approve the FY99 BWSR Challenge Grants as amended. Motion <br />passed on a voice vote. <br />Capitol Region Watershed District Establishment -Jim Haertel explained that BWSR <br />received a valid and proper citizen petition for establishment of the Capitol Region <br />Watershed District. The Metro Water Planning Subcommittee presided over a public <br />hearing. The record was held open after the hearing for three weeks. The record <br />contains very strong support for establishing a watershed district, however, opinions <br />varied on the boundary and the number of managers. The Metro Water Planning <br />Subcommittee met and, based on the record for the matter, decided: (1) the watershed <br />district should be established with the boundary being the same as the boundaries of <br />the Central and Southwest Ramsey Joint Power Agreement Watershed Management <br />Organizations, (2) the name should be the Capitol Region Watershed District, (3) the <br />principal place of business should be the Ramsey SWCD, (4) the district should be <br />managed by a board of five managers with areas based on the subwatersheds <br />recommended by the City of St. Paul, (5) the deadline for cities to submit manager <br />nominees, (6) the interview panel members, and (7) the issues identified in the <br />establishment petition should be recommended for addressing by the district. The cities <br />brought forward a sufficient number of manager nominees and 19 interviews were <br />conducted. The interview pane! consisted of two Ramsey County Commissioners, the <br />chair of the Ramsey SWCD, one board member from the Metro Water Planning <br />Subcommittee, and one BWSR staff person. Manager nominees being recommended <br />for the first board of managers are Jay Riggs, Marylyn Deneen, Mike Thienes, Jim <br />Leuthner, and Pat Byrne. The Ramsey County Surveyor is in the process of providing <br />the legal description for the watershed district from their county GIS system where the <br />district is dei'ined. A large scale map shcwing the district boundary was Exhibit 22 at <br />the public hearing. The Metro Water Planning Subcommittee recommends <br />establishment of the Capitol Region Watershed District. Moved by Dwain Otte, <br />98-~~ seconded by Barb Cobb, to approve the proposed establishment of the Capitol Region <br />Watershed District. Motion passed on a voice vote. Jim announced that the first <br />meeting of the Capitol Region Watershed District will be held on October 1st, at 6:30 <br />p.m. at the Ramsey SWCD office. <br />Ron Harnack gave an overview of the publication "Crosscurrents." Presentations were <br />made regarding "Watershed Management -Governance at the Local Level." <br />- Bob D~ppelt, Institute for Watershed and Community Health, Springfield, Oregon, <br />presented "New Approaches to Managing Valuable Human, Fiscal and Watershed <br />Resources." <br />
