BWSR Meeting Minutes <br />October 29, 1998 <br />Page Two <br />Chair Roer welcomed everyone to Lanesboro and called the meeting to order at 9:00 <br />a.m. <br />Adopt Agenda -Chair Roer announced that Wally Sparby is not present at the meeting <br />today, so he will not be recognized on his retirement. <br />Minutes of Septemt~er 23, 1998 -Moved by Marv Tripp, seconded by Barb Uppgaard, <br />98'68 to approve the minutes of September 23, 1998, as circulated. Motion passed on a <br />voice vote. <br />Chair's Report -Chair Roer reported that she had a busy month. She attended two <br />EQB meetings. At the September meeting, EQB approved the scoping document for <br />feedlot GETS. EQB met early this week and approved the airport expansion <br />environmental impact statement. EQB postponed the issue of noise abatement effected <br />by the new runway until the November meeting. EQB will meet again in November and <br />December. <br />Chair Roer attended the environmental cluster meeting. Discussion at the meeting <br />included the process of transitional plans for this administration and the next. <br />Chair Roer attended the DRC meeting; she also attended the BWSR's budget meeting <br />with Jim Birkholz and Doug Thomas. This budget meeting included the Governor's staff <br />and the Department of Finance, more information on the budget and the economic <br />forecast after November. <br />Chair Roer attended an NACD meeting hosted by Dwain Otte. This was a national <br />meeting held in Farmington on October 26. Dwain Otte thanked Jim Birkholz, Chair <br />Roer, Ginny Imholte, and Allan Oehlke for coming to Dakota County. <br />Chair Roer attended the first enrollment acre ceremony for the Conservation Reserve <br />Enhancement Program (CREP) on the Dallenbach farm in Redwood Falls. A total of <br />150 acres enrolled. Governor Carlson and Congressman Minge were present. This <br />event was organized by Kevin Lines; it was a great event, about 100 people attended. <br />Executive ®irector's Report -Ron attended the environmental cluster meetings; <br />discussions on the eight cluster budget initiatives. Ron has attended the Red River <br />mediation sessions. Ron reported that BWSR ;,formation management staff have <br />been working on upgrading the agency computer network. He briefly reported on the <br />budget and fiscal management, will have more information on this in. Ron stated that <br />Jim Birkholz is working with other state agencies regarding co-location options. <br />
