BWSR Meeting Minutes <br />October 29, 1998 <br />Page Three <br />Ron Harnack stated that the Drainage Forum will be held November 19-20 in at the <br />Civic Center in St. Cloud. There's a lot of interest in this session. Rod Sando <br />suggested holding public meetings to give the gE: eral public an opportunity for input on <br />this topic. Chair Roer asked that board members planning to attend the Drainage <br />Forum should contact Ron. <br />Chair Roer stated that board members received a copy of "Soundings - A Minnesota <br />Water Plan Assessment" from the EQB. She strongly encouraged members to read the <br />document. Ron stated that EQB will be invited to the December meeting to talk about <br />this document. <br />Committee Reports <br />Dispute Resolution Committee (DRC) Report -Marv Tripp reported that one appeal has <br />been withdrawn and this is DNR versus the City of Byron, so there are presently four <br />appeals pending. All the appeals are WCA appeals. One appeal is BWSR vs. the City <br />of Rochester, which is set for the DRC to hear on December 7 and it should be on the <br />December BWSR meeting agenda. Then there are #wo appeals concerning the same <br />project. The St. Paui Chapter of the Audubon Society and the ABC League of Women <br />Voters have appealed a decision made by the Rice Creek Watershed District. About a <br />year ago, the BWSR heard this appeal and remanded it to the District. The last appeal <br />concerns the City of Mound but that will not be moving forward until it has been brought <br />before the city council. <br />Education and Public Relations Committee Report -Barb Uppgaard stated that the <br />committee has not met. Jeff Nielsen introduced Derek Fisher, newly hired agronomist, <br />joint education position with Minnesota Extension Service. <br />Agency Reports <br />Jim Anderson, Minnesota Extension Service (MES), reported that he's happy to have <br />the joint BWSR/MES education positions in place. Jim reported that he's been working <br />with Doug Thomas and Paul Burns on the drainage issue. Jim invited board members <br />to attend the "MAST" summit conference, July 6-8, 1999, in St. Paul. This is an <br />opportunity to meet with agricultural leaders worldwide; he encouraged board members <br />to attend. <br />Pat Bloomgren, Department of Health, reported that things are on hold regarding the <br />budget forecast until after the election. <br />
