BWSR Meeting Minutes <br />December 16, 1998 <br />Page Two <br />Chair Roer called the meeting to order at 9:00 a.m. <br />Adopt Agenda -Ron Harnack reported that a decision is needed to order a hearing <br />regarding the City of Stewart petition for a boundary change between High Island and <br />Buffalo Creek Watershed Districts. <br />Approval of Minutes of October 29, '1998 -Chair Roer reported that the following <br />changes are needed: on page two, in reference to the Chair's Report, it should read, <br />"EQB met early this week and reviewed and discussed the airport expansion <br />environmental impact statement. The second change should read, "EQB postponed <br />the airport EIS adequacy decision until the November meeting." On page six, in <br />reference to the Dispute Resolution Committee Joubert vs. Helena Township, WCA <br />Appeal, it should read, "Dave Iverson, attorney general's office." Barb Uppgaard stated <br />that on page five, in reference to the State Cost-Share Rule Amendment for Farmstead <br />Windbreaks, the last paragraph on the page, "to adopt Alternative A" needs to state that <br />** Alternative A is attached. Moved by Ron Nargang, seconded by Barb Uppgaard, to <br />98-73 approve the minutes of October 29, 1998 as amended. Motion passed on a voice vote. <br />Reports <br />Chair's Report -Chair Roer reported that she attended the environmental cluster <br />meetings which dealt with transition issues; awaiting appointments of agency <br />commissioners. EQB met in November and approved the airport expansion. Chair <br />Roer attended two citizens advisory committee sessions relating to the generic <br />Environmental Impact Statement (EIS) on animal waste management. EQB meets <br />tomorrow to finalize the scoping for the EIS. Chair Roer attended the Drainage Forum <br />in St. Cloud. She stated that the forum was very successful, participants brain stormed <br />on issues; more education is needed on drainage issues. Chair Roer reported that she <br />started the MES/MASWCD Leadership Session. This session is held over atwo-year <br />period, with participants from SWCD super/isors and staff; three attendees from <br />BWSR; and facilitators from MES. Chair Roes attended the MASWCD convention. She <br />also attended the DRC committee meeting and the wetland committee meeting. <br />Chair Roer read a note of thanks to Ron Harnack and Kevin Lines and also to Chair <br />Roer, from Congressman Minge, regarding their efforts on the Conservation Reserve <br />Enhancement Program (CREP) kick-off in Redwood Falls. <br />Executive Director's Report -Ron Harnack reported that the Drainage Forum was a <br />good session, well attended. He stated that education/training, administration, and <br />natural resources were the big issues. Training for ditch authorities was the priority as <br />this would likely address the most of the administrative and natural resources issues <br />
