BWSR Meeting Minutes <br />December 16, 1998 <br />Page Three <br />raised. A summary of the Drainage Forum will be distributed by Christmas to those <br />attending the session. The forum was a good opportunity to communicate with those <br />involved in drainage issues. <br />Ron reported that the Red River Mediation has reached consensus. Ron congratulated <br />DNR, Ron Nargang; Cheryl Miller, Mark Ten Eyk, environment representatives; and the <br />watershed district representatives for their willingness to look at the big picture and find <br />concensus. They did an excellent job of finding compromise. Ron stated that <br />implementation is now the biggest challenge. BWSR's role is a revised comprehensive <br />water management plan for watershed districts. He anticipates a legislative initiative for <br />a 15-year implementation strategy for flood reduction and natural resources. <br />Ron Harnack reported that he attended the AMC, MAWD, and MASWCD conventions. <br />Ron complimented agencies for having booths at the conventions. <br />Ran stated that the Jourbert appeal has gone to the Court of Appeals. He stated that <br />there's an appeal in Stearns County with a landowner on a wetland banking appeal. <br />Also, a request for intervention on a water policy issue from the Headwaters Rural <br />Utilities relating to a development in the City of Rockford. <br />Ron reported that he received a request from Stearns SWCD for a summer tour. It's <br />the SWCD's 50th anniversary, Ron stated that it's an excellent opportunity to tour the <br />area next summer and visit some of the special and pilot projects that have been <br />initiated through the SWCD and WD's. <br />Ron announced the Farmland and Open Space Forum, October 29-30, 1999. Julie <br />McSwain gave a presentation to the BWSR a few months ago regarding the forum. <br />Ron Struss, of our staff, is working on planning committee. <br />Ron commented on the legislative report on pollution credits and wetland banking <br />credits with PCA. <br />Ron distributed the draft legislative proposals for FY00-01. <br />Glenn Annexstad commended Ron Harnack for setting up the Drainage Forum; Lee <br />Coe echoed the commendation. <br />Dispute Resolution Committee -Glenn Annexstad reported that the Audubon Society <br />and League of Women Voters has an appeal, the hearing has not yet been scheduled. <br />
