BWSR Meeting Minutes <br />December 16, 1998 <br />Page Four <br />Cost-Share/Soil Conservation Committee -Dwain Otte reported that a resolution on <br />farmstead windbreaks passed at the MASWCD convention. The committee will review <br />this after the first of the year. <br />Wetlands Committee -Darrell Bruggman stated that the wetland committee meeting <br />minutes are in board members packets for review. The committee will meet in <br />January. Ron Harnack stated that some key policy issues are coming to the wetlands <br />committee including; amending the rules, wetland banking and pollution credits, future <br />of the Wetland Heritage Advisory Committee. <br />Financial Oversight Committee - Ginny Imholte reported that she attended the MAWD <br />convention. A resolution at the convention requests funding for drainage training and <br />new watershed district managers training. <br />Feedlot Management Advisory Committee (FMAC) -Allan Oehlke reported that FMAC <br />is working on the feedlot rules; interesting process. Rod Massey clarified the process <br />and proposed rules. Allan would like to see nutrient management plans in the SWCDs. <br />Agency Reports <br />Jim Anderson, Minnesota Extension Service (MES) reported that the MES Water <br />Quality Leadership Team met last Friday to plan some program efforts. The three <br />MES/BWSR positions attended the meeting, Derek Fisher, Ron Struss and Knmal <br />Alsharif. Jim stated that he and AI Kean work on a joint committee of <br />MES/~,1DA/NRCS/BWSR staff that has planned sessions to address nutrient <br />management plans. The sessions will be held January 27-28-29, in Marshall, St. <br />Cloud, and Rochester. <br />Pat Bloomgren, Minnesota Department of Health (MDH), reported that a fire is burning <br />out of control in Maple Grove. MDH is working with PCA and DNR to deal with the fire, <br />which needs to burn out and smolder on its own. Directly putting the fire out in the <br />gravel pits risks affecting the aquifer and contaminating the drinking water in the area. <br />Smoke from the fire can pose a health threat to those with asthma, lung and heart <br />disease. The situation is being closely monitored. <br />Mark Dittrich, Minnesota Department of Agriculture (MDA), reported that MDA is <br />working with MPCA on an animal waste liability account. MDA will administer a <br />licensing program for manure management. The .Ag Land Preservation Program <br />evaluation will be out in January. Mark reported that MDA is doing more animal <br />composting; looking for more sites in northern Minnesota. <br />
