Motion passed on a voice vote. <br />Cook County Water Plan Update Extension Request -Doug Thomas presented the <br />** order for the extension request. Staff recommends approval of the request. Moved by <br />Lee Coe, seconded by Barb Uppgaard, to grant an extension until June 1, 1999 for the <br />98-76 Cook County Water Plan. Motion passed on a voice vote. <br />Board Member Recognition -Chair Roer presented Barb Uppgaard with a certificate of <br />commendation from Governor Carlson, and a print from BWSR for her efforts and six <br />years of service to BWSR. Chair Roer stated that it's with great sadness that Barb <br />leaves the BWSR, she wished her well on her future endeavors. Barb stated that it's <br />been a privilege to serve on the Board. <br />Chair Roer reported that Lee Coe has been appointed as citizen member replacing <br />Barb Uppgaard based on her resignation. Two appointments have just been made: 1) <br />Clair Nelson has been appointed to fill Lee Coe's county commissioner position for the <br />remaining two years; and 2) Jerome Deal has been appointed to fill Marv Tripp's <br />watershed district position for the remaining two years. Chair Roer stated that the <br />terms of Ginny Imholte and Darrell Bruggman expire in January, both have reapplied, <br />they will continue to serve until June, or until appointments are made. l_ee Coe thanked <br />BWSR for their support. <br />Chair Roer called for a break at 10:40 a.m. The meeting reconvened at 10:55 a.m. <br />Chair Roer stated that Marv Tripp resigned as board member, effective December 1, <br />1998. Lee Cole resigned effective December 17, 1998 and Barb Upgaard resigned <br />effective December 17, 1998. The BWSR appreciated their efforts and contributions, <br />and service as a board member. Chair Roer presented Barb Upgaard with a plaque <br />and a commendation from Governor Carlson. 3arb Cobb will replace Marv on the <br />Dispute Resolution Committee. <br />Koochiching County Comprehensive Wetland Plan Development Agreement -Ron <br />Harnack reported that Koochiching is proceeding with development of a comp wetland <br />plan. A draft plan outline has been completed and will provide the framework for the <br />final plan. A formal agreement with Koochiching County, BWSR, Koochiching SWCD, <br />DNR, and MPCA was developed a working tool to show intent of the County and the <br />** agencies to work proactively and cooperativery to develop a local v,~etland plan. Moved <br />by Allan Oehlke, seconded by Lee Coe, to approve the formal Koochiching County <br />98-77 Comprehensive Wetland Plan Development. Agreement. Motion passed on a voice <br />
