BWSR Meeting Minutes <br />December 16, 1998 <br />Page Seven <br />** <br />98-78 <br />~~ <br />98-79 <br />vote. Chair Roer, Ron Nargang, and Rod Massey signed the document. Rod Massey <br />thanked BWSR staff for taking the initiative on this agreement. <br />Comprehensive Local Water Planning Program Plan -Doug Thomas explained the <br />plan, which was submitted to all local water planners at their July conference and <br />reviewed by staff of Board member agencies. Staff is seeking a formal endorsement <br />from BWSR on this plan. Barb Cobb stated that this is an excellent document, and <br />recommends endorsement. Allan Oehlke commended staff for letting locals do their <br />job. Chair Roer stated that this is a very concise and direct outline for future use; she <br />looks forward to having this document as a model to be used in the future. Doug stated <br />that there was significant involvement with the local water planners focus group. Dwain <br />Otte sta#ed that this is an excellent plan. Moved by Barb Cobb, seconded by Barb <br />Uppgaard, to adopt the Comprehensive Local Water Planning Program Plan and <br />commend these involved in the local water planners focus group. Motion passed on a <br />voice vote. Ron Harnack stated that the third generation plans will use this as a model <br />in the future. The final copy of the work program and 10 years of success documents <br />will be sent to each county. Chair Roer thanked Doug for his good work on this effort. <br />Doug distributed the 1999 State Water Planners Conference brochure, which will be <br />held June 22-23, 1999 in Rochester. <br />Proposal to Award $450,000 in Grants to SWCDs in the Minnesota River Basin for <br />Locally Administering the Conservation Reserve Enhancement Program -Greg Larson <br />explained the partnering on this program to increase the administrative and technical <br />SWCD capacity for CREP. Board conservationists will work with SWCDs and CREP <br />partners and develop a specific funding for individual or groups of SWCDs. The <br />specificfunding recommendations will be brought before BWSR at the February <br />meeting for final action. Board conservationists will monitor the grants, do follow-up <br />with Sb'VCDs and annually recommend the continuation and/or amendment of the <br />grants. Discussion followed. Moved by Ron Nargang, seconded by Glenn Annexstad, <br />to approve the allocation of $450,000 in grants to the Minnesota River Basin for CREP <br />as recommended by staff. Motion passed on a voice vote. <br />Living Snow Fence Allocations -Wayne Zellmer introduced Jim Lemmerman, BWSR; <br />Steve Prestin, Division of Emergency Management; and Dan Gullickson, Minnesota <br />Department of Transportation. Wayne explained the allocation. Jim Lemmerman <br />reported that East Polk should be excluded from the allocation as reported earlier <br />because East Poik SWCD will work with Nest Polk SWCD, although the allocation will <br />go to West Polk SWCD.
