$2.95 million for the <br />biennium to implement <br />the Red River Media- <br />tion Agreement, includ- <br />ing grants to constnact <br />flood a reduction <br />projects, grants for new <br />watershed district <br />comprehensive plans, <br />and support for agency <br />in 'sciplinary teams <br />for each watershed in <br />the Red River Basin. <br />The appropriation will <br />also support a basin- <br />wide data inventory, <br />technical research and <br />monitoring, and special <br />projects identified by <br />the Flood Damage <br />Reduction Work Group. <br />$468,000 to build ring <br />dikes that may be <br />publicly or privately <br />awned (one-time ap- <br />propriation). This <br />continues the ring dike <br />protection program in <br />the Red River Malley. <br />Other special appropriations <br />statewide: <br />$1.1 million in the first <br />year of the biennium for <br />a stream protection and <br />redevelopment loan <br />program. <br />$350,000 for the bien- <br />nium to support the <br />Cannon River partner- <br />ship (subject to several <br />conditions). <br />Several smaller appro- <br />priations addressing <br />specific community <br />needs for water planning <br />or project activities. <br />ill' ~~ I ~l° ®.. <br />The 1998 Minnesota Legislature <br />(Laws of Minnesota 1998, <br />Chapter 366, Sections 5 and 86) <br />directed the EQB to conduct this <br />"feedlot" GEIS. The purpose of <br />the GEIS is to provide policy <br />makers with objective informa- <br />tion regarding the economic, <br />environmental, health and social <br />concerns related to animal <br />agriculture; and to develop <br />recommendations regarding the <br />future of animal agriculture in <br />the state. The GEIS will take <br />approximately three years to <br />complete and will include three <br />phases: scoping; study and <br />
