BWSR Meeting Minutes <br />June 23, 1999 <br />Page Five <br />Option 4: Marginal Pastureland for CREP 15 year CRP enrollment + 35 year RIM <br />Reserve Conservation Easement = 50 years total enrollment <br />Method: CREP Permanent easement payment rate (option 1) x 25% = 35 year <br />marginal pasture conservation easement payment rate <br />Example: $600/acre x 25% _ $150/acre <br />Option 2 and Option 3 beginning July 1, 2000 with legislative concurrence; and Option 4 <br />beginning July 1, 1999. <br />Discussion followed. Option 4 effective date would be July 1, 1999. Kevin <br />.acknowledged Greg Larson's and Ron Harnack's efforts and the support of DNR, PCA <br />;=and Agriculture on the CREP/RIM program. Kevin also acknowledged board <br />:conservationists Tom Fischer, Peter Waller, Chris Hughes, Dave Peterson, David Sill <br />and Tabor Hoek for their efforts in administering the CREP. Kevin stated that Minnesota <br />** can achieve the 100,000 acres if fully funded, this is a great program. Moved by Allan <br />99-3s Oehlke, seconded by Glenn Annexstad, to approve the four options for CREP. Motion <br />passed on a voice vote. Ron stated that Kevin has been an asset to CREP, this has <br />been a great joint cooperative effort with DNR. <br />Ron thanked Kevin for all his commitment and motivation to securing approval of CREP <br />and in getting the program up and operational. He also thanked DNR for allowing Kevin <br />the mobility assignment to work on CREP. <br />Chair Roer called for a break at 10:30 a.m. The meeting reconvened at 10:40 a.m. <br />..Sunrise Watershed District Establishment Petition -Ron Harnack reported that staff <br />have reviewed the establishment petition and requests the Board order the hearing for <br />the establishment of the Sunrise Watershed District. Moved by Allan <br />** Oehlke, seconded by Jerome Deal, to order an establishment hearing for the Sunrise <br />99-37 Watershed District in Anoka County. Motion passed on a voice vote. <br />Doug Thomas reported that ~CMR approved the t~v1iSR work plan which included <br />funding projects through the FY00 local water planning challenge grants, which the <br />Board took action on at the May meeting. <br />Administrative Guidelines for Watershed Plan Content in the Red River Basin -Doug <br />Thomas briefly summarized the administrative guidelines for watershed plan content in <br />the Red River Basin and recommends adoption by the board. The guidelines have <br />*~ been reviewed and endorsed by the mediation group. Moved by Jerome Deal, <br />99-38 seconded by Ginny Imholte, to approve the administrative guidelines for third <br />generation watershed districts focused on ~Id Rice, Roseau and Boise de Sioux <br />watershed districts as high priority. Motion passed on a voice vote. <br />
