BWSR Meeting Minutes June 23, 1999 Page Four *~ 99-35 reported that MES has scheduled two tours to look at water treatment sites. The first site tour is July 20 in Apple Valley, and the second site tour is July 29 in Lino Lakes. A demonstration of drainage practices will be held August 10-11-12 at the Southern Service Research Center in Waseca. Jim reported that the Global Conference on Agriculture will be held at the St. Paul Campus the week of July 12-13-14. Mark Dittrich, Department of Agriculture, reported that Farmfest will be held in July. Wayne Edgerton, Department of Natural Resources (DNR) reported that Commissioner Garber is sending a letter of support to Washington, D.C. regarding the CRP federal program. Wayne announced that DNR will have a River Friendly Farmer Program display in the DNR building at the State Fair this year. Wayne invited board members to attend the DNR dairy farm at Nerstrand State Park. Tours of the rotational grazing farm will be conducted on August 27-28. Committee ecorramendations Cook County Water Plan -Ginny Imholte reported that the adhoc committee reviewed the Cook County Water Plan and recommends approval. Moved by Ginny Imholte, seconded by Paul Krabbenhoft, to approve the Cook County Water Plan. Wayne Edgerton reported that DNR is in support of the plan. Motion passed on a voice vote. ew usiness Minnesota River Watershed Conservation Reserve Enhancement Program (CREP) Conservation Easement Options and Payment Rates -Kevin Lines updated the board on CREP activities and accomplishments during the past three years. Kevin's last working day for BWSR, in partnership with DNR, will be tomorrow. Staff proposes BWSR concurrence and approval to enroll eligible lands under the following conservation easement options and payment rates for the Minnesota River Watershed CREP. Option 1: CREP Permanent Conservation Easement Option 2: CREP 35 Year Conservation Easement (15 year CRP enrollment + 35 year RIM Reserve Conservation Easement = 50 years total enrollment) Method: CREP Permanent easement payment (option 1) x 75% = 35 year Conservation payment rate Example: $600/acre x 75% _ $450/acre Option 3: CREP 20 Year Conservation Easement (15 year CRP enrollment + 20 year RIM Reserve Conservation Easement = 35 years total enrollment) Method: CREP Permanent easement payment (option 1) x 50% = 20 year Conservation Easement payment rate Example: $600/acre x 50% _ $300/acre
