BWSR Meeting Minutes <br />June 23, 1999 <br />Page Four <br />*~ <br />99-35 <br />reported that MES has scheduled two tours to look at water treatment sites. The first <br />site tour is July 20 in Apple Valley, and the second site tour is July 29 in Lino Lakes. A <br />demonstration of drainage practices will be held August 10-11-12 at the Southern <br />Service Research Center in Waseca. Jim reported that the Global Conference on <br />Agriculture will be held at the St. Paul Campus the week of July 12-13-14. <br />Mark Dittrich, Department of Agriculture, reported that Farmfest will be held in July. <br />Wayne Edgerton, Department of Natural Resources (DNR) reported that Commissioner <br />Garber is sending a letter of support to Washington, D.C. regarding the CRP federal <br />program. Wayne announced that DNR will have a River Friendly Farmer Program <br />display in the DNR building at the State Fair this year. Wayne invited board members <br />to attend the DNR dairy farm at Nerstrand State Park. Tours of the rotational grazing <br />farm will be conducted on August 27-28. <br />Committee ecorramendations <br />Cook County Water Plan -Ginny Imholte reported that the adhoc committee reviewed <br />the Cook County Water Plan and recommends approval. Moved by Ginny Imholte, <br />seconded by Paul Krabbenhoft, to approve the Cook County Water Plan. Wayne <br />Edgerton reported that DNR is in support of the plan. Motion passed on a voice vote. <br />ew usiness <br />Minnesota River Watershed Conservation Reserve Enhancement Program (CREP) <br />Conservation Easement Options and Payment Rates -Kevin Lines updated the board <br />on CREP activities and accomplishments during the past three years. Kevin's last <br />working day for BWSR, in partnership with DNR, will be tomorrow. Staff proposes <br />BWSR concurrence and approval to enroll eligible lands under the following <br />conservation easement options and payment rates for the Minnesota River Watershed <br />CREP. <br />Option 1: CREP Permanent Conservation Easement <br />Option 2: CREP 35 Year Conservation Easement (15 year CRP enrollment + 35 <br />year RIM Reserve Conservation Easement = 50 years total enrollment) <br />Method: CREP Permanent easement payment (option 1) x 75% = 35 year <br />Conservation payment rate <br />Example: $600/acre x 75% _ $450/acre <br />Option 3: CREP 20 Year Conservation Easement (15 year CRP enrollment + 20 <br />year RIM Reserve Conservation Easement = 35 years total enrollment) <br />Method: CREP Permanent easement payment (option 1) x 50% = 20 year <br />Conservation Easement payment rate <br />Example: $600/acre x 50% _ $300/acre <br />
