BWSR Meeting Minutes <br />June 23, 1999 <br />Page Seven <br />E) General Services Grant: This non-competitive base grant is for expenditures <br />necessary for district operations. The legislature increased the FY00 appropriation <br />$228,000. <br />F) RIM Reserve Services ($748,850): This grant is allocated to SWCDs as <br />compensation for local delivery of the RIM Reserve Program and the conveyance of <br />easements. The grant amount is calculated by a Board approved formula and reflects <br />the amount of RIM Reserve activity in the SWCD. <br />Wayne, on behalf of the cost-share committee, recommends approval of the <br />allocations. Ron Harnack suggested that action be taken separately on the Regular <br />Statewide Cost-Share Base Grants and the General Services Grants. Owen Knutson, <br />President of MASWCD requested BWSR endorsement of these two grant allocations. <br />*~` General Services Grant -Moved by Paul Krabbenhoft, seconded by Ginny Imholte, that <br />99-40 half of the general services increase be distributed to all SWCDs equally and half of the <br />increase be distributed on workload as determined by the April 1999 MRCS/SWCD <br />workload analysis. Ron Harnack stated that more discussions and determinations are <br />needed regarding the workload analysis vs. the base level funding needs and capacity <br />for SWCDs and what is the state's obligation. Chair Roer stated that there is a need to <br />look at the economic benefit and criteria. Discussion followed. Motion passed on a <br />voice vote. Pat Bloomgren abstained. <br />** Regular Statewide Cost-Share Base Grants -Moved by Allan Oehlke, seconded by <br />99-41 Paul Krabbenhoft, that the $500,000 increase in base grants be distributed to SWCDs <br />based on the existing cost-share formula. Discussion. Barb Cobb stated that any new <br />formula would not be completed until 2001, there are needs for the cost-share dollars <br />now and the money should be distributed now. Motion passed on a voice vote. <br />** Moved by Ginny Imholte, seconded by Barb Cobb, to approve cost-share committee <br />99-42 recommendations to approve the FY00 SWCD Grants for Regular Statewide Cost- <br />Share Base Grants, Special Projects, Special Minnesota River Basin, Feedlot Water <br />Quality Management, General Services, and RIM Reserve Services. Motion passed on <br />a voice vote. <br />Ron Harnack reported that additional dollars are available through the PCA feedlot <br />program and from NonPoint dollars remaining at the end of the year. PCA is agreeable <br />to have their remaining funds be granted to support the needs of the nonpoint <br />engineering joint powers board (JPB). Staff recommends that the $269,000 be granted <br />to the JPB and distributed by grants of ~ $90,000 to JPB's #1, #5 ~ #11 (Marshall- <br />Beltrami, Morrison, and Goodhue, respectively), to help lessen the deficiency for the <br />
