BWSR Meeting Minutes <br />June 23, 1999 <br />Page Eight <br />** coming biennium. Moved by Allan Oehlke, seconded by Barb Cobb, that the board use <br />99-43 $269,000 to allocate $90,000 to each JPB #1, #5, and #11 total of $270,000 against <br />their base. Motion passed on a voice vote. <br />Cost-Share Rule Amendment to Include Farmstead Windbreaks -Wayne Zellmer <br />reported that the 1999 legislature directed BWSR to add farmstead windbreaks as a <br />practice eligible for cost-sharing. This directive allows for an expedited amendment <br />process. Wayne reported that the cost-share committee recommends that staff move <br />forward on the rule amendment, which will not include cost-sharing on windbreaks, <br />removal of old groves, buildings, and junk, etc., this allocation will compete with other <br />** grants. Moved by Jim Dahlvang, seconded by Glenn Annexstad, to adopt the cost- <br />99 share committee's recommendation on farmstead windbreaks and move forward with <br />the rule amendment. Motion passed on a voice vote. <br />Advisory Comments <br />- Owen Knutson, MASWCD, thanked BWSR for their endorsement. <br />- Lawrence Svien, NRCS, reported that the 1999 WHIP applications are still in <br />progress. The 1999 EQIP sign-up closed last week. NRCS is installing new computers <br />in service centers with shared databases to eliminate duplication. Lawrence reported <br />that Beltrami SWCD and Sherburne SWCD were the first two pilot SWCDs that just <br />finished GIS digitization. Lawrence reported that he was in Washington, D.C. last week <br />regarding the reinvention business process of the CRP program. <br />llc®ming eetings <br />-NACD North Central Region Meeting, July 11-14, Cedar Rapids, Iowa. <br />-July 28 meeting in St. Paul, Jim Dahlvang will chair. <br />Chair Roer reminded board members to submit their year-end expense claims. <br />Chair Roer adjourned the meeting at 11:55 a.m. <br />Respectfully submitted, <br />Kathleen Roer <br />Chair <br />
