Richter ~'"~ REC <br />Hydrologist ~ R' <br />~ ~~i <br />Minnesota Department of Natural Resources ~ ~^ ,-~~ <br />Metro Waters Division ~ ~ ~ ~~ <br />~ <br />1200 Warner Road ~~ <br />-- -' <br />St. Paul, MN 55106-6793 <br />Dear Mr. Richter: <br />Thank you for your letter of May 25, 1.999 which reiterated the points that relate to The DNR <br />Waters Permit that were discussed during our May 3, 1999 meeting at 2916 Owasso Boulevard, <br />which i purchased in December of 1998. <br />To recap the status of my shoreline, as you recall, there is a about I50 feet of purple loosestrife, <br />pondweed and cattails growing between the shoreline and the open water of the lake ` In the center <br />of the shoreline is an existing channel and a narrow strip of land protruding out toward t}ie open <br />water. <br />Our objective is obtain a permit from the DNR to dredge the existing channel to remove the purple <br />loosestrife, pondweed and cattails to create an. area for mooring boats. The permit would also <br />include adding a boardwalk, a temporary dock and a sand blanket for the swimming area. Tl~e total <br />cost of this project is estimated to be approximately $16,000. <br />You made a recommendation in your letter that a boardwalk approximately 70 feet long and 4 feet <br />wide be constructed. on the "fill strip" to the east of the existing channel. The design of the <br />boardwalk would be similar in design to the boardwalks in some of the state parks. A copy of the <br />design is included with this letter. The estimated cost for this boardwalk is $5500.00. <br />A. temporary dock 100 feet long and 3 feet wide would be constructed from the end of the <br />boardwalk to the about 20 feet beyond the edge of the open water. The design of this temporary <br />dock would be similar to other "marine style" docks on lake Owasso. The dock would be made up <br />of l0 foot sections supported by polyethylene floats and/or metal pipes to support the dock and <br />hold it in place. The cost of this dock would be approximately $6000.00. <br />There is about 150 feet of purple loosestrife, pondweed and cattails growing between the shore line <br />and the open water. We would propose to place a sand blanket IS feet by 25 feet by 6 inches deep <br />at the outer edge of the purple loosestrife and cattails(east of the dock) extending 15 feet from the <br />edge of the dock and running 25 feet along the dock and toward the center of the lake, from the <br />edge of the purple loosestrife and cattails. There would be approximately 7 cubic feet of sand <br />added to the lake. The purpose of the sand blanket would be to provide a place for my family and <br />my grandchildren to swim. The sand is intended to provide firm footing and to prevent the further <br />
