Vice-Chair Jim Dahlvang called the meeting to order at 9:00 a.m. Jim welcomed Lee Coe, newly appointed citizen board member. ** Adopt Agenda -Moved by Lee Coe, seconded by Glenn Annexstad, to approve the 99-45 agenda as presented. Motion passed on a voice vote. inutes of June 23, 1999 -Wayne Edgerton reported that on page four, he misinformed board members of the dates of the rotational grazing tours. The dates ** should be August 20-21, rather than August 27-28. Moved by Ginny Imholte, seconded 99-46 by Wayne Edgerton, to approve the minutes of June 23, 1999, as corrected. Motion passed on a voice vote. inutes of ay 26, 1999 -Page seven was inadvertently not included in the May ** minutes. Moved by Ginny Imholte, seconded by Clair Nelson, to approve page seven 99-47 of the minutes of May 26, 1999. Motion passed on a voice vote. eo Vice-Chair Jim Dahlvang reported that Kathleen Roer is on the TRAM ride for Multiple Sclerosis this week. Jim reported that he attended the National Association of Counties meeting in St. i_ouis, Missouri, on Juiy 11-22. Jim stated that the issue of taxing was discussed, purchases made on the Internet are not being taxed, need to address this issue. Executive Director -Ron Harnack reported that he's visiting BWSR field offices to meet with staff and a good opportunity to meet with local governmental units. He's been to Duluth, New Ulm, and Rochester. Ron reported that he was invited to Washington, D.C. on July 22, to testify before the U.S. House Agriculture Subcommittee on General Farm Commodities, Resource Conservation, and Credit. Ron presented testimony regarding USDA's administration of the Conservation Reserve Enhancement Program. Ron reported that Representative Willard Munger passed away on July 11. Ron attended the funeral, which was well attended by legislators. Ron stated that budget priorities for bonding are being initiated for the coming year. A meeting is being scheduled with Commissioners Hugoson, Garber, and Studders, to discuss budget issues. Ron stated that legislative policy issues will be brought before the board next month. Ron asked board members to contact him with issues and ideas.
