BWSR Meeting Minutes <br />July 28, 1999 <br />Page Two <br />In the absence of Chair Roer, Vice-Chair Jim Dahlvang will chair the meeting .today. <br />Vice-Chair Jim Dahlvang called the meeting to order at 9:00 a.m. Jim welcomed Lee <br />Coe, newly appointed citizen board member. <br />** Adopt Agenda -Moved by Lee Coe, seconded by Glenn Annexstad, to approve the <br />99-45 agenda as presented. Motion passed on a voice vote. <br />inutes of June 23, 1999 -Wayne Edgerton reported that on page four, he <br />misinformed board members of the dates of the rotational grazing tours. The dates <br />** should be August 20-21, rather than August 27-28. Moved by Ginny Imholte, seconded <br />99-46 by Wayne Edgerton, to approve the minutes of June 23, 1999, as corrected. Moved by Ginny Imholte, seconded by Clair Nelson, to approve page seven <br />99-47 of the minutes of May 26, 1999. Motion passed on a voice vote. <br />eo <br />Vice-Chair Jim Dahlvang reported that Kathleen Roer is on the TRAM ride for Multiple <br />Sclerosis this week. Jim reported that he attended the National Association of Counties <br />meeting in St. i_ouis, Missouri, on Juiy 11-22. Jim stated that the issue of taxing was <br />discussed, purchases made on the Internet are not being taxed, need to address this <br />issue. <br />Executive Director -Ron Harnack reported that he's visiting BWSR field offices to meet <br />with staff and a good opportunity to meet with local governmental units. He's been to <br />Duluth, New Ulm, and Rochester. <br />Ron reported that he was invited to Washington, D.C. on July 22, to testify before the <br />U.S. House Agriculture Subcommittee on General Farm Commodities, Resource <br />Conservation, and Credit. Ron presented testimony regarding USDA's administration <br />of the Conservation Reserve Enhancement Program. <br />Ron reported that Representative Willard Munger passed away on July 11. Ron <br />attended the funeral, which was well attended by legislators. <br />Ron stated that budget priorities for bonding are being initiated for the coming year. A <br />meeting is being scheduled with Commissioners Hugoson, Garber, and Studders, to <br />discuss budget issues. Ron stated that legislative policy issues will be brought before <br />the board next month. Ron asked board members to contact him with issues and ideas. <br />
