Brian's <br />main duties will be to implement BWSR responsibilities associated with the Red River <br />Valley Mediation Agreement. Brian will be the lead contact with watershed districts and <br />will serve as the BWSR focus point for interagency activities in the Red River Valley. <br />3) Board conservationist work areas have been redrawn to accommodate the creation <br />of the watershed planning specialist position. As part of this restructuring of board <br />conservationist work areas, Wright County and Chisago County will now be served out <br />of the metro region. <br />Ron stated that this reorganization should put BWSR field staff in a position to provide <br />more focused service to BWSR clientele. <br />Delegating WCA Exemption and No-Loss Determinations to BWSR Executive Director - <br />Jim Haertel reported that pursuant to Minnesota Rules, Chapter 8420.0290, requires <br />BWSR must make WCA exemption and no-loss determinations in cases where a cease <br />and desist order has been issued to a local government unit. Staff recommend <br />approval of the order delegating authority to the executive director. Moved by Clair <br />Nelson, seconded by Darrell Bruggman, that BWSR delegates to its executive director <br />the authority to make WCA exemption and no-loss determinations in cases where a <br />cease and desist order i~as been issued to a iocai government unit. IVlotion passed on <br />a voice vote. <br />Advdsory Comments <br />Owen Knutson, MASWCD, reported that LeAnn Buck and Richard Zupp, and one more <br />person yet to be determined, will represent the MASWCD on the cost-share ad hoc <br />committee. The MASWCD executive committee met with BWSR and NRCS on July 16 <br />and will continue dialogue. Paul Toren, EQB, attended the last MASWCD meeting to <br />report on the Water Unification Initiative. Owen reported that the Wyoming State <br />Association filed suit against EPA regarding WCA. Owen stated that MASWCD <br />supports Wyoming, but will not take any action. <br />Franklin Denn, MAT, thanked BWSR for providing staff engineers to speak at the MAT <br />workshops. Franklin reported that the national meeting of townships will be held on <br />September 10, Vice President Gore will speak at their meeting. <br />Ray Bohn, MAWD, reported that the MAWD summer tour was held in June in <br />Bloomington hosted by the Riley-Purgatory Watershed District. Ray reported that the <br />Managers Handbook has been distributed, he thanked Doug Thomas and Susan <br />Tsakakis for their efforts on the handbook. Ray reported that MNDOT has filed a <br />lawsuit against Minnehaha Creek Watershed District regarding highway efforts. Ray <br />
