BWSR Meeting Minutes <br />July 28, 1999 <br />Page Five <br />*~ <br />99-48 <br />*,~ <br />99-50 <br />Rod Massey, Pollution Control Agency, reported that FEMAC's final decision making <br />meeting will be held August 16. Rod stated that there has been a good attempt to deal <br />with the duplication of efforts. Rod announced that PCA has established an office in <br />Willmar, that phone number is 320-214-3786. PCA held environmental issues meetings <br />statewide, with the number one issue being water. <br />Wayne Edgerton, Department of Natural Resources, reported that the rotational grazing <br />tour at the dairy farm in Nerstrand will be an agency tour on August 20. He invited <br />board members to attend, contact Wayne if you're interested in attending. A public tour <br />on of the dairy farm will be held on August 21. Wayne stated that Commissioner <br />Garber will announce next week what should be done with concon regarding the <br />designation of 187,000 acres in the northwest. Wayne reported that "Sharing the <br />Heartland" conference, will be held October 29-30, to look at issues of urban sprawl. <br />Committee Recommendations <br />Cormorant Lakes Watershed District Revised Watershed Management Plan -Ginny <br />Imholte reported that the subcommittee met July 9 in Detroit Lakes to review the <br />watershed district revised watershed management plan, and recommends approval. <br />Moved by Ginny Imholte, seconded by Jerome Deal, to approve the order prescribing <br />the Cormorant Lakes Watershed District Revised Watershed Management Plan. <br />Motion passed c~ a voice vote. <br />New Business <br />Bois de Sioux Watershed District Boundary Change Petition -Ron Harnack reported <br />that in September of 1998, the Bois de Sioux Watershed District petitioned BWSR for a <br />boundary change involving approximately 720 acres of land along a common boundary <br />with the Upper Minnesota Watershed District in Almond Township, Big Stone County. <br />Upon investigation by BWSR staff, it was determined that the petition area does in fact <br />drain into the District. BWSR noticed the boundary change area. No written comments <br />or request for hearing were received. Staff is recommending approval of the boundary <br />change. Moved by Jerome Deal, seconded by Lee Coe, to approve the order <br />approving the boundary change of the Bois de Sioux Watershed District. Motion <br />passed on a voice vote. <br />BWSR North and Metro Region Staff Reorganization -Ron Harnack reported that <br />beginning August 1, 1999, the BWSR north and metro regions will implement a new <br />staff reorganization plan. BWSR clientele will notice three main changes as a result of <br />this reorganization. <br />1) The northern region will have a new office in Fergus Falls. Pete Waller, board <br />conservationist has relocated from Brainerd to Fergus Falls. Pete is tentatively housed <br />in the MRCS area office is Fergus Falls. <br />
