Assumes publication and distribution of 50 copies of
final plan.
Tank g.®-- and ®etin~s. This task includes attending GLWMO Board meetings during the
planning process (assumed to be one meeting a month for 18 months) and administering the
contract.
Supplemental Taak--Evaluation and Accountability. The Managers also wish to establish a
method for on-going performance review for the WMO and for the member communities. This
effort will certainly be included as an implementation initiative if not completed as part of the
glanning process. The supplemental task described here is intended to facilitate development of
the accountability system, should the managers elect to include the work in the plan preparation
process:
a. Develop an outcome-based evaluation concert for discussion and debate by the Managers.
The evaluation concept will have two tracks: trend analysis and performance analysis. The
trend analysis will demonstrate water quality and other significant trends at selected lakes
and ponds. The performance analysis will evaluate the implementation of written
maintenance plans and capital improvement plans.
b. Facilitate discussion of the conceptual accountability and review system. Assist in committing
to written form.
c. Desiem data collection and reportins systems to evaluate achievement of goals. This will
include sample reporting formats for cities to use in reports to the WMO, and for the WMO to
use as part of its annual report. Data collection plans will be included in the implementation
plan as required to support the evaluation process.
Cost Estimate
A summary of estimated staff hours and costs is presented in Table 1. It is based upon the above
work tasks, and our understanding of the previous activities of the GLWMO.
p: \ 23 \ 62 i 645 \ 909wkpin.wpd
