Half of the funding <br />is tazgeted to general cost- <br />shaze, and half is tazgeted <br />toward feedlot improvements. <br />In addition, cost-shaee eligibil- <br />ity was expanded to include <br />farmstead windbreaks, which <br />were previously ineligible for <br />cost-share funding. <br />~er3 e <br />e It <br />r <br />el ~ it <br />Local government staff may no <br />serve on the board of a joint <br />powers ~QO representing <br />their city or township; however, <br />elected officials and citizens <br />remain eligible. This change <br />addresses the concern that it is <br />difficult for a staff member <br />from a member city or town to <br />consider both the needs of their <br />own local government unit and <br />the watershed-wide consider - <br />ations of a WMO. <br />The 13WSR received $1 million <br />to accelerate the Local Water <br />Planning Program by providing <br />challenge grants to counties, <br />watershed management organi- <br />zations, watershed districts and <br />soil and water conservation <br />districts to carry out high <br />priority activities identified in <br />local water management plans. <br />13~1SR has already allocated <br />this funding, along with <br />X765,000 from a different . <br />
