7. Active mining operations; <br />ll. Building and utility construction; <br />9. Dredging of harbors, lakes and ditches; <br />10. Activities intended primarily for flood control; <br />11. Activities that violate local, state, and federal statutes, rules, and regulations; <br />12. Rip rap to control stream bank erosion; <br />13. Storm water detention ponds that serve a single local jurisdiction; <br />14. Updating of watershed plans or local water management plans; <br />I5. Stand-alone water quality monitoring projects. <br />ADMINISTRATIVE PROCESS <br />I. NOTICE OF GRANT AVAILABILITY <br />At least annually the Metropolitan Council will publish a notice in the State Register, and issue a press <br />release that applications for grants will be accepted, if funds are available. <br />II. GF~~~T ~ ~PPLIC~~TIO~ <br />A. General Requirements -The application must be submitted by the entity that will be the project <br />sponsor. The application must be submitted by the deadline date. The application must be <br />complete. <br />B. Rejection - An application for a grant shall be rejected by the Council for any of the following <br />reasons: <br />1. an ineligible applicant; <br />2. an ineligible project; <br />3. a late submittal; <br />4. an incomplete application; <br />5. failure to comply with any requirement of the administrative process. <br />A grant applicant whose application is rejected may reapply during a subsequent grant <br />application period. <br />III. PROJECT REVIEW AND RANKING <br />A. Ranking Process -Upon completing review of the applications for eligibility, the Council will <br />initiate a process to rank eligible applications in order of priority. Each application shall receive <br />points based upon its ability to meet the ranking criteria. <br />Ranking of the applications shall be done by a technical committee which may be comprised of <br />representatives of the Council, state and federal agencies, and NGOs (non profits). <br />3 <br />
