3. Public Road Wetland Replacement Strategy -BWSR staff, after collaboration with the <br />Interagency Wetland Banking Committee and the RIM Advisory Committee, have <br />developed a strategy that will accomplish the road mitigation necessary to meet statutory <br />requirements of Minnesota Statute 103G.222, subdivision 1(m). This strategy (subject to <br />future modification after one year) includes three options for developing credits: <br />1. Development of projects using the internal state easement acquisition processes; <br />2. Purchase of existing wetland banking credits; <br />3. Development of projects through partnerships with local governments and other <br />public entities. <br />The Wetland Committee will review this strategy at their February 22, 1999 meeting and a <br />recommendation will be forthcoming. DECISION <br />4. FY00 Feedlot Water Quality Management Grants -For FY99, the legislature appropriated <br />$2 million to the BWSR to allocate to SWCDs for cost-sharing on water quality <br />management grants for feedlots. The BWSR then adopted policies and allocation <br />procedures. For FY00, the legislature appropriated $ I million for this program. The <br />BWSR Cost-Share/Soil Conservation Committee is recommending policy and allocation <br />procedures for FY00. The Board will be requested to adopt these policies and allocation <br />procedures. DECISION <br />5. FY00 State Cost-Share Program Allocation Policies -The State Cost-Share Program <br />allocations are grants to Soil and Water Conservation Districts (SWCDs) to cost-share <br />with landowners the application of soil and water conservation and water quality <br />improvement practices. The annual legislative appropriation to BWSR for this program is <br />$1,620,000. This appropriation is allocated to SWCDs via the base grants and special <br />project grants programs. The Board will be requested to decide t11e appropriate a~~~ount <br />to allocate for each program and establish certain policies for FY00. DECISICN <br />Old Business <br />I. Grants to SWCDs for Implementation of the Conservation Reserve Enhancement <br />Program- Slnce the Deceir~ber meeting, staff have been visiting with S`yVCDs and <br />discussing ways to increase their capacity to work with landowners and enroll land irI the <br />Conservation Reserve Enhancement Program. Staff recommends approval of 1 1 grants <br />totaling $30S,093. These grants will result in an additional 1 1 positions in SWCD offices. <br />Although $450,000 was available, negotiations are ongoing with several SWCDs. Staff <br />further recommends that April 1st be established as the deadline to complete negotiaticns. <br />A recommendation concerning the remaining funds will be ready for the April meeting. <br />DECISION <br />New Business <br />1. Comfort Lake-Forest Lake Watershed District Establishment Petition - A citizen Petition <br />for Establishment of the Comfort Lake-Forest Lake Watershed District was received on <br />November 20, 1995. The Chisago County Auditor provided written certification on <br />January 20, 1999, that the Petition was signed by more than ~0 resident owners in the <br />
