BWSR Meeting Minutes <br />January 27, 1999 <br />Page Two <br />Chair Roer called the meeting t~ order at 9:00 a.m. <br />Adopt Agenda -Chair Roer reported that under New Business #3, Minnesota River <br />Basin Joint Powers Board Report will be postponed until the March meeting; also New <br />Business #5, Minnesota River Flood Plain (GIS) Project will be postponed until the <br />March meeting. An agenda item will be added, Howard Moechnig will present the RIM- <br />CRP Pilot Program. Moved by Lee Coe, seconded by Sharon Clark, to approve the <br />agenda as amended. Motion passed on a voice vote. <br />Minutes of December 16, 1998 -Lee Coe stated that his name was misspelled on <br />page six in the second to the last paragraph. Moved by Jim Dahlvang, seconded by <br />Ginny Imholte, to approve the minutes of December 16, 1998 as corrected. Motion <br />passed on a voice vote. <br />Chair Roer welcomed new board member Clair Nelson. Clair is a county commissioner <br />from Lake County. Chair Roer reported that Jerome Deal has been appointed as a <br />watershed district representative. Ron Harnack explained that Jerome is not at the <br />meeting today as he has been involved in the Red River mediation and is attending a <br />meeting in Crookston today. Ron stated that we're still awaiting the appointments from <br />the Ventura administration. <br />Reports <br />Chair`s Report -Chair Roer reported that the EQB met in December and approved the <br />final scoping document for GELS animal report and are looking at awarding contract to <br />run that. Chair Roer stated that the citizens advisory group will continue to be involved. <br />Minnesota Planning has a new commissioner now, the next EC2B meeting has not yet <br />been scheduled. Chair Roer attended D'Wayne DeZiel's retirement party hosted by <br />MA.SWCD. D'Wayne retired after nine and half years as executive director; LeAnn <br />Buck replaces D'Nlayne as executive director. <br />Executive Director's Report -Ron Harnack commented briefly on legislative items. Ron <br />reported that Governor Ventura and his staff met with cabinet members last Friday. <br />"Ventura Beliefs" were distributed for the board member's information. Ron stated that <br />the budget is expected to be announced tomorrow, it is not public information at this <br />time. Ron will distribute details to board members early next week. Policy issues are <br />being heard; the consolidation of public waters and wetlands, carried by Senator <br />Stevens, wi11 be deferred until March so BWSR and DNR can get a report finalized. <br />Another policy issue, also carried by Senator Stevens, is grants to small cities to aid in <br />wetland mitigation for economic development proposals in their communities.
