BWSR meeting (Minutes <br />January 27, 1999 <br />Page Four <br />management sessions, activities in lakes, and RFP generic impact search on animal ag <br />GEIS. <br />Sharon Clark, Minnesota Department of Agriculture (MDA) reported that Commissioner <br />Hugoson was reappointed. MDA went before the House and Senate Ag Finance <br />committees. The appointed commissioners will be meeting with Governor Ventura <br />tomorrow on the budget. Governor Ventura met with newly appointed commissioners <br />last Friday, very productive day, the Governor is very sincere, a lot of information will be <br />forthcoming. MDA is working with USDA on the hog price issue. House and Senate Ag <br />Finance bill to help pay for vaccine pseudorabies. MDA is working with PCA on animal <br />waste liability account, to assist on closure of abandoned feedlots. MDA is also working <br />with PCA on feedlot management rules and public hearings on rules will be held in <br />March. Sharon reported that commercial animal waste will need licensure effective in <br />2000, MDA will administer this licensing program. MDA has learned of processes to <br />use pig manure and turkey manure as productive ventures. <br />Roger Bjork, Pollution Control Agency (PCA), reported that the deputy commissioner <br />also stated that it was a rewarding day meeting with Governor Ventura. PCA has not <br />received word yet on the appointment of commissioner. <br />Wayne Edgerton, Department of Natural Resources (DNR), no word yet on new <br />commissioner. Ron Nargang resigned, Ray Hitchcock is now acting commissioner. <br />Wayne stated that a February 26 is a tentative date for a farewell gathering for Rod <br />Sando, Ron Nargang, and Gail Llewellyn. <br />Committee Recommendations <br />Watershed Management Plan, Prior Lake-Spring Lake `Watershed District -Barb Cobb, <br />on behalf of the metro water planning subcommittee, reported that the watershed <br />management plan was a very good, informative organizational model. Moved by Barb <br />Cobb, seconded by Sharon Clark, to approve the Prior i_ake-Spring Lake Watershed <br />District second generation Watershed Management Plan. Motion passed on a voice <br />vote. <br />Scott County Groundwater Plan -Barb Cobb, on behalf of the metro water planning <br />subcommittee, reported that the plan has a web page on the Internet, this is a good <br />plan that sets the standards. Moved by Barb Cobb, seconded by Ginny Imhoite, to <br />approve the Scott County Groundwater Plan. Chair Roer stated that Scott County will <br />take action on this plan. Motion passed on a voice vote. <br />
