SWSR Meeting Minutes <br />March 24, '9999 <br />Page Five <br />Legislative Update -Ron Harnack stated that a BWSR legislative tracking sheet is <br />included in board members packet for information. Ron stated that he's optimistic <br />money will come through for feedlots. Ron asked board members to contact Ron or <br />staff assigned to the legislative item. <br />Advisory Comments <br />Tim Gieseke, MACDE, reported that Don Bajumpaa accepted the vice-president <br />position for the North Central Conservation District Employee's Association. Tim stated <br />that Don distributed a code of ethics to each SWCD to review and sign. Tim stated that <br />MACDE employees meet jointly with SWCD supervisors. <br />Owen Knutson, MASWCD, reported that he just returned from Washington, D.C. and <br />briefly commented on the lobbying issues which they addressed in Washington, D.C. <br />LeAnn Buck reported that MASWCD had a very successful legislative day, and thanked <br />Ron Harnack for his presentation at that session. LeAnn commended BWSR for their <br />efforts in hiring SWCD technical assistance staff. <br />Franklin Denn, MAT, brief{y commented on landuse efforts, the Right to Farm Law and <br />the effects of that law; and EPA control of large feedlots. <br />Roger Mussetter, MRCS, stated that MRCS fully supports the partnership of CREP. <br />Roger commented on the federal CRP and WRP proposed funding dilemma. MRCS is <br />utilizing the workload analysis nationwide. CRP sign-up can go up to 30% in Marshall, <br />Roseau, and Pennington Counties. Roger stated that the Farm Services Agency state <br />committee is making recommendations to CRP. Roger reported that MRCS is busy <br />filling vacancies, in the process of hiring 21 technicians statewide. There are currently <br />three district conservationist vacancies; and MRCS is in the process of hiring two <br />nutrient management positions. Roger reported that the Chief of MRCS requests that <br />MRCS not be involved in wetlands as they have the past ten years. <br />Vice-Chair Dahlvang announced that the next BWSR meeting will be April 28, 1999. <br />Vice-Chair Dahlvang adjourned the meeting at 12:05 p.m. <br />Respectfully submitted, <br />Jim Dahlvang <br />Vice-Chair <br />
