Commissioner Garber briefly commented on <br />DNR activities. <br />Vice-Chair Dahlvang called for a break in the meeting at 10:00 a.m. The meeting <br />reconvened at 10:10 a.m. <br />Vice-Chair Dahlvang introduced Orville Meintz, Minnesota River Joint Powers Board <br />and Chippewa County Commissioner. <br />New Business <br />Minnesota River Basin Joint Powers Board Report -Steve Hansen, executive director of <br />MRBJPB, explained that BWSR is really a mentor board for the MRBJPB. Steve <br />overviewed the MNRBJPB accomplishments, 1999 work plan, and legislative needs. <br />Vice-Chair Dahlvang thanked Steve for his presentation. <br />Old Business <br />RIM Reserve 1998 Sign-Up Results -Tim Fredbo gave an overview of the Conservation <br />Reserve Enhancement Program (CREP)T the Reinvest In MinnesotaMletland Reserve <br />Program (RIM/WRP) Wetland Restoration Partnership; and the "Regular" RIM Reserve <br />sign-up. Vice-Chair Dahlvang thanked Tim for his report. <br />Flood Storage Easements Pilot, Draft Proposal from Wild Rice Watershed District - AI <br />Kean introduced Jerry Bennett, Curt Jacobsen, Wild River Watershed District; and <br />Cheryl Miller, Audubon Society. AI explained that a draft proposal will be presented <br />using flood storage easements to create dispersed flood water detention sites. This <br />program would provide an alternative to drainage improvements for flood damage <br />reduction in subwatersheds, as well as provide water quality and other resource <br />management benefits. AI stated that BWSR and Wiid Rice Watershed District staff are <br />working on a number of policy and procedure issues. Jerry Bennett and Curt Jacobsen <br />presented the draft proposal. Cheryl Miller addressed the Audubon's issues and <br />concerns regarding the draft proposal. Ron Harnack stated that the draft proposal for <br />the flood storage easements pilot will be on the April Board agenda for formal <br />endorsement. Ron Harnack asked that BWSR staff, DNR staff, and Wild Rice <br />Watershed District staff continue to work together and also meet with asub-committee <br />(tinny Imholte, Jerome Deal, Paul Krabbenhoft), appointed by Vice-Chair Dahlvang. <br />Vice-Chair Dahlvang thanked Jerry, Curt, Cheryl and AI for coming in to present the <br />draft proposal. <br />
