May 25, 1999 <br />IVlinnesota Department of Natural Resources <br />Metro Waters - 1200 Warner Road, St. Paul, MN 55106-6793 <br />Telephone: (651} 772-7910 Fax: (651} 772-7977 <br />Mr. Jack Overbye <br />1286 Sylvandale Road <br />St. Paul, MIV 55118 <br />MAY27 <br />RE: Field Inspection, 2900 Owasso Boulevard, Lake Owasso (62-56P), City of Shoreview, Ramsey <br />County <br />Deaz Mr. Overbye: <br />This letter is intended to reiterate the points that concern DNR Protected Waters Permits and that were <br />discussed at our May 3, 1999 meeting at 2900 Owasso Boulevazd. <br />.Lake Owasso is a DNR Protected Water and any work that is done below the Ordinary High Water level <br />of Lake Owasso is under the jurisdiction of the DNR A DNR Protected Waters Permit will be needed <br />to do much of the work that was proposed at the above meeting. For that reason, a permit application <br />is enclosed with this letter. <br />It is evident that the soils from the original construction of the channel were sidecast into the wetland <br />where they formed a `fill strip" of relatively dry land extending into Lake Owasso. During the May 3, <br />1999 meeting we recommended that a boardwalk be constructed on the "fill strip" from the upland area <br />as far into Lake Owasso as possible. We further recommended that a temporary dock be constructed <br />from the boazdwalk to the open water of Lake Owasso and that a sand blanket be placed at the edge of <br />the cattails (north of the dock) extending 10' waterwazd of the cattails to allow your grandchildren to <br />swim. <br />In addition, we recommended that you explore the channel that exists to the south of the "fill strip" to <br />determine how much of the channel you would want dredged to form a mooring space for your pontoon <br />boat. We recommend that you moor your boat at the very end of the dock in order to minimize the <br />amount (and cost} of dredging that may be necessary to construct a mooring space for your boat. <br />The proposed excavation, the placing of the sand blanket and the construction of the boazdwalk will need <br />to be approved by a DNR Protected Waters Permit.
