BWSR Meeting Minutes <br />May 26, 1999 <br />Page Four <br />Education and Public Relations Committee - Ginny Imholte reported that the committee <br />met this morning. The education and public relations committee is looking for southern <br />board members. Ron Struss will present a committee report at the June board <br />meeting. <br />Cost-Share/Soil Conservation Committee -Dwain Otte reported that the committee will <br />meet later today. A report will be made in June. <br />Wetlands Committee -Darrell reported that the wetlands committee will meet on June <br />7. There are many wetland issues reported in the Board Member Update. <br />Administrative Advisory Committee -Chair Roer stated that the performance review <br />form for the executive director has been distributed to board members. Please return <br />the completed appraisal to Chair Roer. <br />Agency Reports <br />Jim Anderson, Minnesota Extension Service (MES), stated that he would be interested <br />to know more about why the Clean Water Action Alliance resigned from the EQB citizen <br />committee on the feedlot GETS. Jim agreed with Jim Birkholz's comments on soil <br />conservation. Jim met with Jim Birkholz yesterday to discuss the three joint education <br />positions. Jim stated that it's fair to say that this is well in hand and moving forward in a <br />positive direction. Jim reported that Barb Liukkenon will return to MES after her leave <br />with the Rivers Council. Barb will work on specific shoreland issues when she returns <br />to MES. <br />Dan Wilson, Minnesota Department of Health (MDH), is sitting in far Pat Bloomgren <br />today. Dan reported that he manages the well program at MDH. Dan reported that the <br />Division of Environment Health faired reasonably well after the legislative session, a!I <br />increases in appropriations were approved. However, the operating expenses were not <br />fully funded for the next biennium. <br />Mark Dittrich, Minnesota Department of Agriculture (MDA), stated that he <br />wholeheartedly agreed with Jim Birkhoiz regarding his earlier comments on soii <br />conservation. Mark reported that MDA did relatively well during the legislative session. <br />Wayne Anderson, Pollution Control Agency (PCA), is sitting in for Rod Massey today. <br />PCA was taken to task during the legislative session on a number of issues, including <br />feedlots. The Governor vetoed the hydrogen sulfide limitations and feedlot rules. PCA <br />did not get new staff for the feedlot program, nor additional funding. They did receive <br />an appropriation for local partnerships for the biennium. Wayne stated that sugarbeet <br />best management practices (BMPs) is an ongoing positive program at PCA. PCA <br />received an appropriation for the Minnesota River Basin Joint Powers Board, to assist <br />
