BWSR Meeting Minutes <br />May 26, 1999 <br />Page Five <br />agencies and local watershed managers with training, administrative and technical <br />issues. <br />Steve Morse, Department of Natural Resources (DNR), reported that DNR came <br />through the legislative session quite well. The Governor vetoed the drainage ditch <br />assessment in the northwest and the capital bonding bill $20M in flood damage <br />reduction targeted for the Red River Valley. Steve stated that the June 15 deadline for <br />submission of capital budget requests will be interesting. <br />IVew Business <br />Legislative Action on the FY00-01 BWSR Budget -Jim Birkholz gave an overview of <br />BWSR's general fund appropriations for FY2000-2001. Jim reported that BWSR's <br />Information Resource Management request was not funded. Jim complemented LeAnn <br />Buck, Sheila Vanney, and Sally Westby for their efforts in carrying out MASWCD's <br />legislative agenda. Jim also gave an overview of BWSR's appropriations contained in <br />the Legislative commission on Minnesota Resources. <br />Chair Roer called far a break at 10:30 A.M. The meeting reconvened at 10:45 a.m. <br />Jim Birkholz distributed.the 1999 Policy Legislation Affecting BWSR. Those items are: <br />1) WCA amendments (SF83) failed to pass the House; 2) Metro WMO membership; 3) <br />RIM Reserve and CRP; 4) Farmstead Windbreaks Eligible for Cost-Sharing; and 5) <br />Taxing Authority for Metro Joint Power WMOs. Jim stated that Governor Ventura fine <br />item vetoed the two projects assigned to the BWSR in the 1999 bonding bill. The <br />projects were: Lazarus Creek Flood Control, Study Area li ($1,375,000}; and Grass <br />Lake Restoration near Willmar ($1,000,000}, which means that they need to be <br />reconsidered for BWSR's FY01-02 Capital Budget Report. <br />FY01-02 Capital Bonding Requests -Jim Birkholz gave an overview of BWSR's <br />potential capital budget requests for the year 2000 session. These projects are part of <br />a six-year timeframe. The capital budget request deadline is June 15 for submission to <br />the Department of Finance and the Governor's office. Discussion <br />** followed. Moved by Dwain Otte, seconded by Ginny Imholte, to authorize staff to move <br />99-28 forward on the capital bonding requests, to submit these requests to the environmental <br />cluster group for review subject to targets set by the administration and to then submit <br />requests within the administration targets to the Department of Finance by the June 15 <br />deadline. Jerome Deal stated that a request will be submitted by the Red River Basin <br />Board; there is a need to contact Don Ogaard regarding the date far submission. <br />Motion passed on a voice vote. <br />
