BWSR Meeting Minutes <br />March 24, 1999 <br />Page Two <br />Vice-Chair Jim Dahlvang called the meeting to order at 9:00 a.m. Jim reported that <br />Kathleen Roer is on vacation this week. <br />** Adopt Agenda -Moved by Clair Nelson, seconded by Barb Cobb, to adopt the agenda <br />99-18 as presented. Motion passed on a voice vote. <br />** Minutes of February 24, 1999 -Moved by Ginny Imholte, seconded by Darrell <br />99-19 Bruggman, to approve minutes of February 24 as circulated. Motion passed on a voice <br />vote. <br />Recognition of Fred i3ergsrud -Ron Harnack explained that Fred Bergsrud was a <br />board member from 1990-1995, representing the University of Minnesota/Extension <br />Service. Ron, on behalf of the Board, presented Fred with a print and commended him <br />on his efforts in environmental education. <br />Vice-Chair Dahlvang introduced Alien Garber, newly appointed commissioner of DNR. <br />Ron Harnack reported that we are awaiting the appointment from the Governor's office <br />for the vacant board member position. <br />Reports <br />Vice-Chair Dahlvang reported that county commissioners will meet today, with the <br />Governor in attendance at their meeting. <br />Executive Director Report -Ron Harnack reported that Chair Roer represents BWSR on <br />the Environment Quality Board; and he represents BWSR on the Water Resources <br />Committee, Greg Larson is an alternate. Ron reported that MASWCD and MAWD held <br />very good legislative briefings in March. Ron reported that the first Red River Basin <br />coordination meeting was held March 18-19 in Crookston. This two-day meeting was <br />an outgrowth of the Red River mediation, which had about 180 in attendance. The <br />focus of the meeting was to look at issues in the watershed districts. The Red River <br />mediation group will continue to meet to assess conflicts and hold people accountable. <br />Ron reported that through the Red River Basin Board, efforts and meetings continue to <br />with commitments made, both in planning efforts and financial support, to address the <br />needs of the Red River Basin. <br />Dispute Resolution Committee (DRC) -Ron Harnack reported that there are presently <br />two appeals pending, both are WCA appeals. One appeal has been pending since fast <br />fall. !t's an appeal of an exemption decision by the Rice Creek Watershed District <br />brought by the Audubon Society and the League of Women Voters. No DRC hearing <br />date has been set as settlement talks continue and further analysis is done. The other <br />
