BWSR Meeting Minutes <br />March 24, 1999 <br />Page Three <br />appeal is a replacement plan denial by the Murray SWCD brought by the landowner, <br />who also happens to be the county attorney. The DNR is also a party to this appeal. At <br />this time it appears attempts at settlement will be unsuccessful and a DRG hearing date <br />will be set, likely in May. <br />Education and Public Relations -Paul Krabbenhoft reported that the education and <br />public relations committee will meet on April 28. The committee would like a citizen <br />member and a county commissioner member on the education committee. Ron Struss <br />will attend the first Environmental Education and Advisory Board (BWSR/DNR/PCA) <br />meeting tomorrow. This groups meets to collectively bring ideas together. <br />Wetlands Committee -Darrell Bruggman reported that the wetlands committee will <br />meet on April 19 in St. Cloud. Ron Harnack stated that the wetlands committee will be <br />looking at rule amendments in the near future. <br />Agency Reports <br />Jim Anderson, Minnesota Extension Service, distributed a brochure on "Arsenic and <br />Drinking Water" conference which will be held April 14, in Morris. Jim distributed <br />"Exploring Our Global Community" registration packet for a Global Summit to be held <br />July 6-9, Global Summit, and a Minnesota Agricultural Student Trainee (MAST) <br />Reunion July 9-11, at the Radisson Hotel in St. Paul. He also distributed the "Water <br />Resources Center Biennial Report 1996-1998" for board members information. Jim <br />reported that a legislative initiative on research for water resource management and <br />outreach centers in the State has been introduced and it's moving forward. <br />Pat Bloomgren, Department of Health (MDH), reported that MDH is working on the <br />effects of arsenic, which is a huge problem in the State. The National Academy of <br />Sciences continues to research the arsenic problems, which is a natural problem. MDH <br />continues to research the quality of drinking water. <br />Mark Dittrich, Minnesota Department of Agriculture (MDA), reported that listening <br />sessions have been held statewide. MDA continues odor research. Mark stated that <br />the Farmland Preservation Program is being evaluated. <br />Allen Garber, Department of Natural Resources (DNR), reported that he's been on <br />board as commissioner for six weeks. He will meet with regional staff in New Ulm <br />today, and will meet with all regional offices. Commissioner Garber reported that he <br />appointed Steve Morse as deputy commissioner; Brad Moore has been appointed as <br />assistance commissioner of operations; and Kurt Ulrick has been appointed as <br />
