Subdivisi~ 7. "Capital Improvc~nent Pra~r~ means an it~~rnized ~roc~ram <br />for at least a five-year period, and any amenc3~nents thereto, subject to at <br />least biennial review, setting forth the schedule, timing and details of <br />specific contemplated capital improvements on an annual basis, together with <br />their estimated costs, the need for each improvement, the financial sources <br />for the payment of such improvements and the financial effect that the program <br />will have on the City of Roseville, the City of Shoreview or the Organization. <br />Subdivision 8. '°Local Water Management Plan" means a plan adopted by the <br />City of Roseville or the City of Shoreview pursuant to M.S.A. 473.879. <br />Subdivision 9. "Watershed Management Plan" means a plan adopted by the <br />organization pursuant to MSA 473.878> <br />SI:C`I' I ON I I I <br />BOARD OF COP-4~IISSIONERS <br />Subdivision 1. Appointment. The Organization shall be governed by a <br />f1V~ member Board of COmmlSSlont'rS. <br />The initial Board of Commissioners shall be appointed in the following <br />manner. <br />Throe appointments shall be made by the City of Roseville, pis followse <br />a. One Commissioner for a term commencing on date of appointment and <br />expiring on December 31, 1983. <br />b. One Commissioner for a term commencing oci date of appointment and <br />expiring on December 31,1984. <br />c.
