After initial ,~i~pointm~,cits aro inaJe in 19£33, ua~lr City 51~,~11 rnak~: appointments in such a manner so that the Cities will alternate each having three members on the Board every other year by making two or three year appointments following the schedule attached hereto as Exhibit B. Subdivision 2. Eligibility. Each City Council shall determine its own eligibility or qualification standards for its appointments to the Board of Commissioners. Subdivision 3. Term of Office. Each Commissioner shall serve at the will and consent of the City Council who appointed the Commissioner or until the Comnission~x's designat~3 term of office expires, which~wer evont occurs first. - Subdivision 4. Vacancy. Any vacancy shall be filled for the unexpired -term of any Carrnissioner by the City Council who appoint~~:3 said Commissioner. _ Subdivision 5. Record cf ~.ppointrnent. Each City shall, within thirty (30) days following the appointment of a Commissioner, file a written notice of such appointment with the Secretary of the Board. Subdivision 6. Com~aensation. Each City may compensate the Commission- ers it appoints, but the Commissioners shall not be compensated by the Organization or have expenses reimbursed by the Organization. Subdivision 7. Officers of the Board. At the first meeting of the Board and in February of each year thereafter the Board shall elect frorn its Commissioners a chairman, a secretary, a treasurer and such other officers as it deems necessary to conduct its meetings and affairs. -5-
