Jpon Citt approval of the Organization's operating budget, each City shall pay to the Organization an amount equal to one-half (1/2) of the approved operating budget in the following rr~nner: (1). One-half (1/2) of each City's obligation shall be paid to thz Organization on or before July 1 of the fiscal year approved; and (2). One-half (1/2) of each City's obligation shall be paid to tha Organization on or before December 1 of the fiscal year approved. Subdivision 4. Capital Improv~nent Project. On or }.x~Lor` Juno 1 of each year the Board shall prepare a capital improvements program and reco.~cki its approval by the Cities. Each City agrees to review and approve or disapprove the capital improvement program within sixty (60) days of receipt or the Board's recommendations. Each City agrees to contribute its proportionate share of the cost of constructing capital improvements approved by the Cities for projects within the Grass Lake P~atershed. Subdivision 5. Committees. The Board may appoint such committees and subcommittees as it deems necessary. Subdivision 6. Rules and Regulations. The Board may prescribe and promulgate rules and regulations as it deems necessary or expedient to carry out its duties and the purposes of this 1lgreement unless sp~acifically prohib- ited elsewhere in this document. Subdivision 7. Review and Recommendations. where the Board is author- ized or requested to review and make recommendations on any matter, the Board shall act on such matter within forty (40) days. Failure to act within such time period shall constitute a waiver of the Board's authority to make recommendations. -9-
